| DB: implement recommendations of Urdu Committee | | | Early Times Report Jammu, Oct 23: In a review petition filed by Sheikh Abd-ur-Reham ex-MP and State President Samajwadi Party seeking implementation of Court directions passed in the Public Interest Litigation dated December 21, 2006, whereby the Division Bench directed the State Govt through Chief Secretary to ascertain the fate of the committee’s recommendations regarding the Urdu Language from the concerned quarters and to constitute an implementation committee to examine the recommendations proposed to be implemented and those to be rejected, the issue shall be examine within four weeks. Division Bench of J&K High Court Jammu Wing comprising Justice Virender Singh and Justice Mohd Yaqoob Mir after hearing Adv S.H Shah Ashrafi appearing for PIL/review petition, has issued notice to the state of J&K through Chief Secretary, Commissioner/Secretary GAD and Commissioner/ Secretary Education Dept returnable within four weeks. In the petition it has been submitted that in term of the directions to the Chief Secretary to constitute implementation committee for implementing recommendations of Urdu committee within four weeks and to submit report within two weeks thereafter. The petitioner drawn the attention of the Court to the fact that respondent State did not submit any report since the direction was passed on February 12, 2007 in compliance to the directions of the Division Bench. It is further submitted that respondent’s state have all along been casual in carrying out the direction of the High Court and have been never serious with regard to orders of the High Court. The petitioner further submitted that in the PIL it was submitted before the High Court for issuing direction to the respondents to restore/implement and maintained the historical and constitutional status of the “Urdu Language” in the state of Jammu & Kashmir as an official language by promoting its constitutional obligation and in execution thereof the language be made the medium and means of the communication in all the public as well as the semi-public institutions and further in the state legislative assembly, other parliamentary institutions and in the Courts, that is subordinate judiciary all the proceedings be conducted and carried out in Urdu and English be used as additional language and also seeking direction to the State to make Urdu a compulsory subject from first primary up to 10+2 at least in all the Govt and Private Educational Institutions and seeking implementation of the direction of High Court passed on dated February 12, 2007.
