Harsh Dev Singh NPP MLA and its chief spokesperson has castigated the Finance Department for arbitrary withholding of funds released by Government of India and their non release to the line departments thereby adversely affecting the execution of developmental works in the state.
In a press statement issued today the JKNPP leader said that in view of past record of poor utilization of funds and complaints made by members cutting across party lines, the Finance Department requires to issue a white paper in respect of all funds received from Government of India, the date of sanction and release by GOI and the date of further releases by Finance Department to the executing departments. Citing examples JKNPP leaders said that even the most startling disclosures about financial lapses made in the recent Assembly Session that out of Rs. 30,000 crores provided by the government of India, the state government could spend only Rs. 6000, had failed to bring about any change in the mind set of the concerned authorities. He regretted that the official apathy, red tape and rampant corruption prevailing in the secretariat were responsible for the prevailing developmental crisis which had bereft the common masses of the state of the fruits of development. He further deplored the non-releases of funds announced during the much-delayed District Development Board meetings held in September-October under the chairmanship of the Chief Minister.
Castigating the government for the multi fractured work culture, lack of Accountability and rampant corruption prevailing in the highest seat of administration, the secretariat, Singh advised the young Chief Minister to act and deliver before it was too late.
