| CM’s plaint cell is creativebut things just don’t move | | | Early Times Report Jammu, Oct 26: Opening grievance cell without changing the work culture has forced Chief Minister Secretariat to circulate fresh notification for the revival of the cell. In its fresh notification time period for any complaint to be sorted out was prescribed five days but even after about 15 days have passed not a single complaint has been sorted out as per the Complaint Monitoring Portal (CMP) status. “Already overburdened authorities at the helm of affairs transfer complaints to districts magistrates without going through the particulars of complaint, which in turn causes unnecessary burden to district magistrate offices and to release the pressure complaints are further being forwarded to concerned departments, which consumes more time than required” said District Development Commissioner Manoj Diwedi. Any complaint in which Jammu is written is being sent to District Magistrate Jammu that too without knowing to which district of Jammu complaint pertains. Not only is this but complaint of any department are being forwarded to DDC offices, sources informed. Even various complaints of District Doda and Kathua are being forwarded to DDC Jammu, sources further informed. Take an example: A complaint, vide number 3280, filed by one Vikas Ahuja on 25-09-09 regarding electricity problem is an eye opener as instead of forwarding the complaint to authorties in Power Development Department (PDD) the complaint was sent to DDC Jammu, who in turn sent to PDD department for further investigation and reply but stands still with no progress according to CMP till date. “I have registered five times the similar complaint but no action is being taken by anybody. Actually, I lodged a complaint first time on 25th September and last day repeated the same seeking implementation of government order for installation of CTPT at sub-stations to contain power losses and to check the poor work done by Telecom Services Providers by using low standard material while building infrastructure of mobile towers” said Ahuja after filling the same complaint vide 4975 dated 11-10-2009 fifth time. When apprised to Chief Engineer Power Development Department Ajay Gupta, after enquiring, informed that complaint has been forwarded to all the concerned division and to the Inspection Division particular as the division is responsible for inspecting and issuing the NOC for various service providers. He said complaint has been forwarded to get response with two to three day but, till date no reply has been received so far. Executive Engineer Inspection Division Syeda Bana while clarifying her stand said that all the orders are being followed strictly and after getting satisfied permission are being granted for using various materials required. However, she out rightly rejected that anything wrong has been happened and complaint could be one among them who had not got the due share of task, she added. On enquiring from various Divisions of Jammu region it was learnt that officers at the helm of affairs instead of complying the instruction from Chief Minister’s secretariat has forwarded orders to comply within their own will as compared to CM’s Five days. Executive Engineer Kathua said that after receiving the information 15 days times was given to services providers of which seven days has passed and almost by month end, if anybody does not comply order, the connections will be disconnected. Executive Engineer Rajouri repeated the same words and when asked there were reports of nexus between services providers and employees of PDD, he replied that at lower level it may be possible but the orders in this regard has been forwarded with letter and sprit to get implemented within a weeks time. Executive Engineer Gandhi Nagar Jammu while commenting informed that services were started from 2004 and till 2009 May there were no such provisions and complaints of CTPT, but after receiving compliant, instruction were given to those operators to install the same within a prescribed time. He added that by the months end order may be comply completely.
