Locating Central Universities:
J&K awaits HRD team’s visit

Jammu, Nov 3: The state Government is not ready to accept the blame for the delay in setting up the two central universities. Official sources today said that the state authorities have identified land at various places and it was for the team from the Human Resources Development Ministry that had to select the site.
Sources said that "we expected the Human Resources Development Ministry to send a team to Srinagar and Jammu soon after the ordinance on setting up two central universities was issued."However, the sources confirmed that the state Government had not settled on one sit e because it wants to keep the options open. Explaining it the sources said that "the Government has identified about 5,000 kanals of land near Pagla Panchayat near Samba and besides this land could be made available between Nagrota and Udhampur or around RS Pora in case the HRD team did not approve of the samba site."
As far as the Kashmir valley was concerned the exact location had not been selected. The authorities had identified vast stretches of land in Ganderbal district, area between Pampore and Awantipora and somewhere between Sopora and Baramullah. However, experts in the Education Ministry prefer sites in Ganderbal, Pampore-Awanipore as they were neaer to Srinagar city.
Official sources said that critics of the Government unnecessarily blame the state Government for delaying the establishment of the two universities. They said out of the 15 central Universities sanctioned for different states in the country not a single had been set up and at more than nine places the land had not been selected for the varsities.
According to these sources even if some day has been there it was but natural because for more than three months the state winessed a row over the decision of setting up only one central university in Srinagar.After three months the issue has been settled when the central Government sanctioned setting up of two cent ral universities for Jammu and Kashmir. They said "we are read to acquire or allot land provided the HRD ministry deputed a team of experts for approving the site." They added that in case "we zero in on site near Samba in Jammu region and on area between Pampore and Awantipora and the HRD ministry team rejects them it would entail further delay."
Accordingly the state authorities have decided to keep six sites, three in Jammu and three in Kashmir, identified so that no time was wasted when the HRD team arrived in the state for an on-the-spot inspection. Sources said that a vested interest had grown with the Jammu university where a section of teachers was trying to plead for upgradation of the varsity into the central university. Accolrding to these sources the move has been abandoned on the plea that once Jammu varsity was upgraded into central university the r egion will be deprived of additional academic and job opportunities.
