PK appreciates positive stance on Home Minister

Jammu, Nov 5- Appreciating the positive stance taken on the rehabilitation of Kashmiri displaced people, Panun Kashmir (PK), headed by Dr Ajay Chrungoo, has said that Union Home Minister, P.C. Chidambaram during his visit to Jammu, had given an impression that the centre was not in favour of rushing with the plan of taking the displaced people back to Kashmir.
The PK Chairman said that "we had not joined the apex committee constituted by the state Government for formulating a plan on the return and rehabilitation of displaced people because we opposed linking the employment scheme with return of the migrants." He said that employment scheme should be de linked from the return plan because the situation was yet to be conducive for the displaced people to return to Kashmir.
Explaining it he said that groups of militants continued to cross into Kashmir for kicking up more violence and if the situation further worsened even those who returned to Kashmir may be forced to flee from the valley. He said if such a situation emerges it would be second exodus for the minority community .He said the internal political and security situation in Pakistan had assumed alarming dimensions and if it did not improve it could cast its shadow on Kashmir. Chrungoo said in the context of these developments Pandits should not be asked to fill in the forms for expressing their willingness to return to Kashmir.
PK leader claimed that the centre had started developing second thoughts on the return plan. In support of his claim he referred to the Union Home Minister's visit to Jagti Township where several hundred flats were being built for settling the displaced families from Kashmir. He said the way Chidambaram blamed the state Government for delay in completion of the project indicated that the centre was now more interested in rehabilitating displaced families in better flats than in rushing with the scheme of carrying the Pandits back to Kashmir.
The Panun Kashmir chairman appreciated the centre's plan on ameliorating the lot of the displaced people in Jammu. He hoped that the state Government will no longer create hurdles in sanctioning HRA in favour migrant employees. He also wanted immediate hike in the monthly cash relief in view of the unprecedented inflation that has hit India. He demanded that the centre and the state Government should give age relaxation to displaced youth seeking jobs in Government departments. He also wanted that the Government abandon its plan for giving jobs to the displaced youth only when they return to Kashmir. He said what was needed was the confidence building measures and a committee be constituted to find out the reasons which led to the forcible exodus of over 3.50 lakhs Pandits from the valley in 1990.He wanted that the committee may also recommended measures which would prevent repeat of the 1990 incidents.
