| Amend Panchayat Raj Act to make it democratic: Balraj Puri | | Balraj Puri an awardee of Indira Gandhi National | | Early Times Report Jammu, Nov 5: Integration award for this year had in his 45 minutes meeting with the Prime Minister Dr. Manmohan Singh discussed many aspects of affairs of the Jammu and Kashmir state. He welcomed his offer of a dialogue with all parties of the state and hoped that it would cover internal and external aspects of the problems of the state, including inter-regional relations. He expressed ever growing regional tensions which sometimes assumed communal form. He recalled the commitment of Pandit Nehru and Sheikh Abdullah in 1952, reiterated by the latter after his accord in 1975 on his formula for internal set up of the state. Moreover the present over centralized set up of J&K state, which has maximum diversities in the country, according to him, had inbuilt provision for tension and pleaded for a federal decentralized system. The present Panchayat Raj Act, under which elections were proposed to be held in January next, needed to be amended to make it really democratic without too much government nominated elements. Home Minister P Chidambaram, whom Puri also met, assured him that all aspects of the state would be kept in mind in dialogue on the state. He rubbished the idea that the government of India was acting under external pressure and recalled that his first visit to the state he had expressed similar views.
