| HC directs PCB to submit detailed report in shifting of Railway yard | | | Early Times Report Jammu, Nov 6: Petition filed by the residents of Malwarch Govindsar District Kathua against shifting of Railway Yard, Justice Hakim Imtiyaz Hussain of J&K High Court Jammu Wing after hearing Adv MK Sharma appearing for the petitioner, K K Pangotra ASGI appearing for the Union of India and Sr. AAG S C Gupta appearing for the State, issued notice to the Union of India through Ministry Railways, Divisional Manager Railways Ferozpur, Commercial Manager Northern Railways Jammu, Station Supt Kathua, Deputy Commissioner Kathua and Director Pollution Control Board (PCB). The notices accepted by the K K Pangotra ASGI and SC Gupta Sr. AAG on behalf of respondents and objections within four weeks. Meanwhile the Director Pollution Control Board visits the spot and submits a detailed report pleas raised in this petition. It has been submitted that loading and unloading of raw material particularly the coal and cement at commercial scale has become a source of nuisance for whole of the village. That the houses of the petitioners are just at a few meter from the Railway Yard, whenever, the loading and unloading of the coal take place, the black dust enter into the houses and making the whole of the area blackish. In fact the black layer can be casually seen on the residential soil rooftop, floor, window panes and even the daily used articles like utensils, bed-sheets become blackish, that the harmful effect of the coal dust are well known to the whole of the world and physical damages caused to the human bodies due to the black dust and prayed for issuance a direction to the respondents to shift the railway yard on the other side of the Railway Station away from the residential area in the open space available in abundance in the possession of Railways Authority and also seeking quashment of the contract issued for the purpose of loading and unloading of the coal near the residential area Malwarch Govindsar.
