| Accountability, vigilance laws being amended | | | Early Times Report Jammu, Nov 11: Even as the state government could not find a suitable head for the transparency watchdog Accountability Commission process is on to amend the accountability and vigilance laws to make system more effective. These amendments are being made upon recommendations of the Administrative Reforms Commission in its report on ethics in governance. A Cabinet subcommittee headed by Law Minister Ali Mohammad Sagar has almost finalized amendments in both laws and the draft will be presented in next meeting of the cabinet for approval. The cabinet sub-committee constituted to deliberate on the report of second Administrative Reforms Commission, today met under the chairmanship of the Minister for Rural Development, Law and Parliamentary Affairs and Panchayats Mr. Ali Mohammad Sagar. Fourth in the series, the meeting was attended by Minister for Agriculture, Mr. Ghulam Hassan Mir, Minister for PHE Mr. Taj Mohi-ud-Din, Minister for Higher Education Mr. Abdul Gani Malik, who are the members of the committee. Special Secretary and Additional Secretary, Law also attended the meeting. The meeting discussed the Accountability Commission bill and the final draft to be submitted to the Cabinet for its consideration was adopted. The committee also deliberated upon Jammu and Kashmir State Vigilance Commission bill and discussed it clause by clause. Certain consequential amendments in Jammu and Kashmir Prevention of Corruption Act were also discussed. It is pertinent to mention that second Administrative Reforms Commission in its fourth report titled Ethics in Governance has made certain recommendations with a view to eliminate corruption in public life/ services. The report has envisaged a twin strategic approach in curbing corruption at highest level and recommended a mechanism with adequate powers, expertise and status to investigate cases against high public functionaries. As a result of which a cabinet committee has been constituted to examine the issue and submit its recommendations to the cabinet. |
