J&K jails being turned into reformatories

Jammu,November 12 :-In order to facilitate speedy trial and avoid movement of detainees from one place to another distant place for court hearing the state Government has decided to set up new jails and increase the capacity of some of the existing prisons.According to the Director General Prisons,Dr Ashok Bhan,"the Government plans to set up one jail in every district except for those districts which are nearer to those districts which have jails."
Citing instance he said that since Ganderbal was close to Srinagar district there was no need for setting up jail in Ganderbal.Dr Bhan said that the need for setting more jails was to avoid the risk and inconvenience of taking detainees,including criminals and militants,from Udhampur to Doda or to Udhampur to Kishtwar.He said the Government has taken cognisance of the fact that there were no jails in the entire Chenab valley belt.
The DG prisons said that under the plan the construction of the Kishtwar jail was to be completed shortly and besides this the Government the plan envisages setting up jails at Ramban and Doda.He said the capacity of the Jail in Hiranagar had been increased from 25 to 75 and the capacity in other jails was also to be increased in due course of time.
As far as renovation and modernisation of the existing jails were concerned the Jail authorities will discuss the master plan for the upgradation of facilities in the jails with the state Government shortly.Reports said that the Jail authorities have prepared a major plan for the renovation and reconst ruction of jails in Jammu and Kashmir and once this plan was approved by the state cabinet it will be completed within a span of four to five years.
The plan envisages installation of technical gadgets,including computers.The Jail authorities have found that the existing facilities for imparting skills to the inmates were very limited.These inmates would simply learn the technique of manufacturing candles and other small items.This was not enough to secure for the inmates avenues for a good job after they complete their sentence.Hence the Government has decided to install computers in all the jails so that the inmates were assisted in learning the technique of handling the computers and in framing programmes.As computer knowing people these inmates,after their release,would be able to earn their livelihood.
Reports said that the Jail authorities needed additional staff not only for working as wardens but also for working as computer operators.All these issues would be discussed with the Government.The entire project is a multi-crore plan but Dr Bhan is keen to get through the plan as he is in favour of converting the existing jails into reformation centres.(eom)
