Schooling system completely collapsed in J&K , says former Education Miniter

Harsh Dev Singh NPP MLA and Former Education Minister has alleged total collapse of the educational system in the state with complete failure of the Education Department in implementing the state level as well as centrally sponsored schemes.
Former education minister has regretted the poorest implementation of SSA schemes in the state with no action being initiated till date with regard to the utilization of funds provided during the last one year for construction of school buildings under SSA, construction of Kasturba Gandhi Balika Vidyalayas (KGBVs), opening of new Primary Schools and Upper Primary Schools targeted under SSA for current year, besides construction of sheds for cooking under mid day meal schemes, REMS and NPEGEL schemes.
‘No activity had been initiated for implementation of “Rashtriya Madhamik Shiksha Abhiyan” (RMSA) despite release of funds during the last one year by the GOI, he alleged and regretted the inordinate delay of 2-3 years caused in the conversion of 4000 Education Guarantee Centres (EGCs) into Primary Schools and the resultant loss caused to the eligible candidates due to Deptt.’s apathy.
Singh said that the Project Approval Board (PAB) of the government of India, Ministry of Human Resources had approved a plan outlay of Rs 761 Crores under SSA for the state of J&K on 15th April 2009 but it was most unfortunate that not even 5% of the total outlay had been expended till date despite the lapse of first eight months of the current financial year.
Singh lambasted the Education Department for acute deficiency of teaching staff in the remote area schools as many schools particularly in far flung areas had become non functional and almost defunct due to large scale attachments coupled with Deptt’s apathy in appointing the selected candidates. He said the ‘transfer industry’ was operating round the year and the culture of selective attachments was the order of the day. He deplored the in-ordinate delays caused in the finalization of RET selections under SSA for vested interests, which were often kept pending for years in certain cases.
He flayed non redressal of issues of teachers and plus two lecturers regarding their pay anomalies created in the wake of faulty implementation of sixth pay commission report. He further deplored the raw deal being given to the issues of RET for which the latter had been agitating for the last several years.
Further Singh advised the chief minister to give a peep into the working of the said department which could enable him to understand as to how his slogans of work culture and Accountability are being blown into smithereens.
