| Tribal yet a breed apart | | Engineer’s elevation elates Gujjars | | Early Times Report JAMMU, NOV 15: Since yore communities like Gujjars, Bakarwals and similarly disadvantaged tribe have been pushed to the margins of respectable occupations, trades and professions. Thus, they were put under reserved categories that could enable them to overcome historical handicaps. Yet, getting elevated to top administrative positions in state services still remains a dream for many among them. Notwithstanding this, a history of sorts has been created by Mr Asghar Ali Majaz and Mr Qasim Choudhary as they now become Development Commissioner (Power) and Chief Engineer (EM & RE) for the State of Jammu and Kashmir. Both belong to the Scheduled Tribe and have risen through ranks by sheer dint of hard work and perseverance. Engineering graduate in civil and electrical disciplines, Mr Qasim Choudhary was born and educated initially in nondescript border district of Rajouri. Today he has a dream to help daily wagers of his department by getting them absorbed permanently. Moreover, he says, “Electricity cannot be confined to particular sections or localities. My efforts are going to make power available all over and light up the remotest corner of the state.” At a felicitation function held here Mr Chudhary was joined by Mr Majaz and said, “Facing challenges has become a passion for me. The day I was appointed Assistant Executive Engineer (AEE), I had to face one trial or the other at every juncture.” Mr Majaz added that he could prove his worth at every testing time and would always remain committed to accept and tackle whatever responsibilities came his way to the best of his acumen. “Better late than never, promotion for Mr Choudhary had become due earlier and was stalled as hurdles were created for him. Yet it is good to see him as first ever ST candidate to become an executive officer in state government department” said a Gujjar leader Mr Anwar Choudhary. The people of Rajouri and Poonch areas have great expectation from Mr Qasim Choudhary because of his motivation, personality and public-spirited nature, says Mr Ghulam Rasool Choudhary. He asserts “We are victims of double discrimination as Kashmir region has always discriminated Jammu region and even in Jammu region people from reserved categories are being ignored for their legitimate share in jobs and opportunity. The recent selections in IRP prove this where out of 825 selected candidates only 16 are from Jammu, three from Samba and 14 from Kathua. Out of these 33 candidates selected six could finally not make it because of allegedly having fake certificates. This brings down the number of actual recruitment from Jammu to just 27.” He added that similar was the case vis-à-vis promotion of engineers who were waiting to be promoted to the rank of executive engineer. He claimed that in an earlier list there was no candidate from the community despite the fact that there were three positions lying vacant for STs. Time and again it has been proved by the tribes’ members that they could deliver better and in no way behind their counterparts from other communities, another Gujjar leader said, adding that the people like Mr Qasim Choudhary and Mr Majaz have a responsibility to strive to fetch justice to their community at large. Both the officials were felicitated by Tribal United Forum for becoming top rung officers in the PDD. Mementos too were bestowed to honour them. Mr Mumtaz Ahmed (KAS), Mr Abrar Choudhary (KPS) a meritorious and promising Police officer from community, Mr Khalil Poshwal, Mr Riyaz Hussain Chief Accounts Officer, Mr M Iqbal Kohli Dy. Director, Mr Abdul Latif Dy. Director, Mr Noor Alam Choudhary BDO, Mr Abdul Khaliq Bhatti Dy. Director and Mr Karam Chand Executive Engineer were among prominent persons present on the occasion. Mr Roshan Din Choudhary delivered presidential address whereas Mr Iftikhar Hussain Choudhary presented vote of thanks
