‘J&K to be electricity surplus, cash rich by end of 12th FYP’

New Delhi, Nov 15: If state government’s presentation at the Power Minister’s conference in New Delhi is anything to go by, Jammu and Kashmir can be not only a power surplus state but also one of the richest states in the country by selling electricity.
The presentation made here today by Minister of State for Power Shabir Ahmad Khan ambitiously claimed that hydro-electric projects totaling 6760 Mega Watts are being tapped till the end of 12th Five Year Plan. It may be mentioned here that total peak hour power demand in Jammu and Kashmir is around 2100 Mega Watts and availability, out of own resources, is not more than 1000 MWs. Tapping 6700 MW potential will be three times above the demand and the surplus electricity can make Jammu and Kashmir cash rich by billions.
Making a case before the Centre for liberal funding, the Power Minister said that Jammu and Kashmir has a huge power potential of 20,000 MW and efforts are on to harness it phase wise. He said new projects would only make the state self-reliant in power sector and meet the requirements of the other states of the country as well.
The Minister hoped that Union Ministry of Power would continue to provide liberal financial assistance for utilizing the huge hydel power potential of the state. He said though the state government has taken various initiatives for reformation of power scenario in the state but yet there is scope to modernize for further improvement.
Giving details of present power scenario of the state, the Minister said that during remaining years of the 11th plan, 481.50 MW hydro power under central sector and 28.61MW under state sector are being added in the state. He said 10MW hydro power has been added by commissioning of Athwathoo SHP under IPP category and more 7.5 MW Brenwar SHP would be commissioned by the end of this financial year under state sector.
Khan said that under centre sector Bursor (1020 MW), Uri-II (240MW), Kishen Ganga (330MW), Nimo-Bazgo (45MW), Chutak (44MW) and Sewa-II (120MW) hydro projects are under execution. He said three power projects Pukhal Dal (100MW), Kiru (600MW) and Kawar (560MW) are proposed for execution during 11th five year plan by forming a joint venture between J&K State Power Development Corporation, NHPC and PTC. He said in this regard MoU has already be signed and parameters of agreement are in the process of finalization.
The Minister hoped that State Government would continue to receive adequate and timely support from Union Government for the implementation of these projects.
Power Minister said that J&K has drafted its own Electricity Act on the pattern of Central Electricity Act which would be placed before the State Legislature in the forthcoming Budget Session for passage. He said, however, some issues need the attention of Central Government adding that accord of mega power status to our eligible projects and single window and fast track clearances by MOP, MHA, MOEF and Indus Commission besides transmission net work to be laid between the Srinagar and Leh are the important issues, which need early attention of Union Power Ministry.
The Minister requested the Union Power Ministry for sanction expeditiously DPRs of 30 towns of the state under APDRP. He said that state government is actively examining the un-bundling and restructuring of Power Development Department and all efforts are being made to obtain the requisite support from Union government.
He said under the decentralized distributed generation scheme, the state government has already requested Union Power Ministry for allocation of funds to set up grid interactive solar power projects in different areas of the state particularly in Ladakh region.
He said J&K state has also a huge potential for development of Geo-thermal energy in Ladakh region, which is yet to be tapped and sought the help of Centre government for its early exploitation.
