| Confusion over rehabilitation of KPs | | | Early Times Report Jammu, Nov 16: Whenever issue of Kashmiri Pandits arises , confusion arises before any solutions .For the last two decades miseries and misunderstandings in case of KPs doubled due to non seriousness of the successive governments of the state .In a fresh development strong resentment engulfed entire Kashmiri Hindu community in forcible exile for the last 21 years when they got through the press statement of Minister for Revenue and Rehabilitation regarding the package of Rs 1618.40 crores announced by Prime Minister for their rehabilitation. Govt. was quoted saying that the package announced by Prime Minister is not only for Kashmiri Pandit Migrants but also for all displaced persons of Kashmir valley”. Govt. while replying a question in Legislative Assembly informed the house on 24th August 2009 that Rs. 1618.40 crores have been earmarked for return and rehabilitation of Kashmiri Pandit Migrants in the Valley. He said the features of Prime Ministers package for return of Kashmir Pandit Migrants is that Rs. 7.50 lakhs to each migrant as cash assistance for construction and renovation of house for those of the migrants who have sold their properties prior to 1997 and do not possess any house are entitled either on individual basis by arranging land on their own or by forming a group housing society for construction. When contacted, Minister for Relief and Rehabilitation Govt. said that a migrant means those who left valley irrespective of caste are entitled for the package. Referring to the statement issued in Legislative Assembly, Govt. said that indicating KMPs only amounts to clerical error and vested interests should not highlighted such minor mistakes for cheap politics. Govt. also informed that a meeting to discuss all issues is scheduled on 17th November. Regarding employment he said that 3000 by each state and centre government will employ, which have been already announced. “We had been raising hue and cry about the actual facts happening but nobody pays heed to our voice. It is not all about this but Security Related Funds meant for relief and rehabilitation are even being misused for state affairs” said President Jammu and Kashmir Vichar Manch Dr. R. L Bhat and added that migrants, state government and central government should understand the seriousness of issue and should formulate the strategy to rectify the errors prevailing without cunningness. “Our stand is vindicated that government is non serious in its commitment and thus we have rejected the package. Government even in a designed conspiracy is mingling the return with employment package to confuse the migrants” said Dr. Agnishekhar and added that instead of creating conflict between refugees and migrants of various types government should formulate more lucrative and comprehensive policy for refugees of 1947 and PoK refugees as they are suffering for the last sixty years. “State government is draining monetary funds from centre government in the name of Kashmiri Pandit Migrants but utilize for other purposes because we don not have representation in the houses of Assembly as well as in Council” said another Pandit leader and added that neither state nor centre government is concerned about the apathy of Kashmiri Pandit migrants, thus are left at the mercy of God. Even two years have passed and no recruitment of educated unemployed youth had been done as per the announcement of Prime Minister, he said and added that state government also are find ways and means of hotchpotch to ignore the migrants for their legitimate share of right. It is relevant to mention here that two years back Prime Minister Dr. Manmohan Singh announced 10, 000 jobs for educated unemployed Kashmiri Pandit youths and later state announced 5, 000 jobs to them and during current financial year Finance Minister Abdul Rahim Rather announced 10, 000 jobs for migrants which were reduced to mere 6000 positions for unknown reasons. And the same was bifurcated in two categories one for state and other for centre to employee 3000 each, but even after two months have passed employment process has yet to be formulized. Youth Wing All State Kashmiri Pandit Conference has set a dead line for the execution of employment package otherwise will launch a mass agitation in Jammu and Kashmir and Delhi, sources in the organization informed.
