Infiltration in J&K up after 26/11: Bhan

Jammu, Nov 23: A top cop of Jammu and Kashmir Police, currently Director General of Prisons, Dr Ashok Bhan has observed that infiltration into this state has shot since November 26, 2008 attacks in Mumbai even as he pointed out that the militant violence in the state is on constant decline since 1995.
Dr Bhan was speaking at a seminar in Mumbai on “Preparedness to fight Terrorism”. The seminar was in connection with first anniversary of 26/11 attacks.
Though there has been a decline in violence in Jammu and Kashmir since 1995, infiltration in the troubled state has gone up after the 26/11 Mumbai terror attacks”, Dr Bhan said. He added that there was a noticeable trend that whenever there was a decline in Pakistan-sponsored terror strikes in Jammu and Kashmir, there was a spurt in terror attacks in other parts of the country.
Bhan said Post 26/11, infiltration in Kashmir had picked up and a lot of preparation was going on for setting up "sleeper cells" with the support of Pakistan.
"Creating terror and instability in India is Pakistan's state policy and its soil will continue to be used to promote terrorist activities in India," he said, adding while Kashmir was the prime target till the 1990s, terror infrastructure had been diverted to other cities.
Bhan suggested setting up of special anti-terror taskforce in states on the lines of Joint Terrorism Taskforce in the US. "State-level counter-terror taskforces should be formed on the lines of the Joint Terrorism Task Force in the US. The central government should contribute financially in the setting up of these forces and should also develop a model anti-terrorist group," he said.
Bhan said India cannot depend on any country, including America, to silence Pakistan for allegedly supporting terrorists, but fight back on its own. He said, ''to combat terrorism in the country, we have to fight back, than depend on other countries to silence Pakistan from supporting terrorist groups.'' He said each state has to strengthen its infrastructure and create more capability, besides improving preparedness, having coordination with Central agencies and inter-state coordination.
The DGP said since 1993, Pakistan was pumping foreign currency in Jammu and Kashmir to support terrorist organisations create violence and also providing training to youths in Pakistan. After 2001, when they realised their support in J and K had declined, they changed their strategy and started creating terror in other parts of the country. They had planned and selected different places across the country for terror attacks be it Parliament, serial blasts on Mumbai Railway, Ahmedabad, Hyderabad and the 26/11 strike last year, he added.
