PIL regarding Grievances of Aged and Disable persons
DB directed Secretary and Directors Social Welfare to file affidavits

Jammu, October, 05:- In a much publicized Public Interest Litigation filed by a youth, who is regular visitor of Vridh Ashram Jammu, the Division Bench of J&K High Court Jammu Wing comprising Justice BA Khan, Chief Justice (A) and Justice Mansoor Ahmed Mir today directed Principal Secretary to Govt and Directors Social Welfare Dept Jammu and Kashmir Divisions that they shall filed their respective affidavits to show the number of centrally sponsored Social Security Schemes, which were in vogue and the manner and method of their implementation and whether these schemes had been made public and what steps were taken to make the public aware about these schemes. They shall also indicate status of the implementation of these schemes which shall also include funds received by the state Govt for these purposes and the manner of spending these funds, besides whether any monitoring supervisory mechanism was in place either by the Central Govt or by the state Govt to over see the implementation of these schemes by the state and granted four weeks time.



While directing the Govt Officials, Division Bench observed that status report has been received from the Principal Secretary to Govt Social Welfare Dept and Director Health Services Jammu. The Principal Secretary submitted that the state got implementing various schemes for the care and protection of aged and infirm persons, which included pension scheme, Social Security Scheme besides the Govt is also operating the National Social Assistance program, central Govt sponsored Social Security Scheme, which had three components. 1 National Old Age pension Scheme, 2 National Benefit Scheme and 3 National Maternity Benefit Scheme. It is claimed that during 2005-2006, 64,708 beneficiaries had received the benefit of National Old Age Pension Scheme and 3110 National Benefit Schemes. It is also submitted that Vridh Ashram was receiving grant in aid for the Year 2005-2006 Rs 1,66,080/-.



The Director Health Services has also submitted a report showing that the medical team of CMO’s Office was visiting the old age Ashram every Monday of the week and he himself was paying visit to this old age Ashram and verify the condition of the inmates and rendered them requisite medical help. Mr. Anmol Sharma, who is prosecuting the matter, wanted that patients were suffering psychiatric problems required treatments. Upon this the DB directed Director Health Services to organize services of a Psychiatrist to find out if any inmate was involved in such ailment and to provide him such treatment, with these observations DB directed the registry to list the PIL in the month of November.
