| If unemployment allowance a main feature of the proposed welfare scheme | | | Early Times Report Jammu, Dec 1 People, especially the unemployed youth, in Jammu and Kashmir continue to be keen to know what package the Government will have for the educated unemployed youth in the state. As per the commitment of the Government the new employment package was to be unfolded on December 5, the birth anniversary of Sheikh Abdullah, the founder president of National Conference who ruled the hearts of people 50 years. Already the Government has announced the setting up of Overseas Employment Corporation for arranging jobs for the youth outside the country. Besides this the Government has plans for raising the number of employment and counseling centres from 14 to 22 and these centres, which are infact a modified versions of employment exchanges, will develop a reliable statistical base including skill inventory and skill deficiency mapping. Under the sher-e-kashmir employment and welfare programme it will be made mandatory for all the unemployed youth to get themselves registered with these district employments cum counseling centres. Another aspect of the programme is to set up entrepreneurship development fund with an initial corpus of Rs.crores. This amount is to be utilized for assisting educated youth to set up units under the self-employment scheme. What seems have complicated the Government exercise is the plan for granting unemployment allowance to the registered youth. Experts are of the view that the state Government needs over Rs.75 Crores a month if it decides to pay Rs.1500 as unemployment allowance. It is so because five lakh educated and skilled youth have been registered with the district employment and counseling centres. Even if it decides to pay Rs.1000 a month the state Government requires Rs.50 crores a month for this scheme. Since the financial strength of the state Government is quite weak no final decision has been taken yet. Hence for the unemployed youths there is a million dollar question whether they would be paid unemployment allowance or the assurances will remain illusive as they were earlier
