| All done, decided in Jammu, Srinagar, CM says reaching remote areas vital | | | MUNISH GUPTA Jammu, Dec 2: Having convened, discussed, addressed and decided all meetings of District Development Boards at the plush banquets in winter capital cities of Jammu, Srinagar, the Chief Minister Omar today said that reaching out people in far-flung and remote areas, understanding their difficulties and launching works accordingly is key to the comprehensive development of these areas. The Chief Minister said, “the decision regarding launch of works for these areas could not be taken in Jammu or Srinagar, we have to ascertain public requirements by visiting them and getting first hand appraisal of the needs”. It may be recalled here that the present government has done away with the practice of holding meetings of district development boards in respective districts and instead convened all meetings in Jammu and Srinagar. Speaking at public meetings in Kalakote Assembly constituency of Rajouri district, Chief Minister said that he would personally monitor the status of works in remote areas to ensure speedy progress and successful completion of schemes. He said that stress has been laid on provision of basic amenities to the people in far-off, hilly and backward areas hitherto left un-attended in the process of development. “The disturbed security scenario in the state during last 20 years is also responsible for the continued backwardness in the remote areas”, he said adding that coalition government’s focus is on speedier upgradation of basic facilities in these areas. The Chief Minister said that during next five years his government is determined to bring about a healthy change in backward rural areas by ensuring upgradation of roads, healthcare and educational facilities, supply of drinking water and electricity. “Road connectivity is imperative in these areas for integrated development”, he said asking the administration to pay special attention on this count. Omar said that state government has taken up the issue of bringing all villages with the population of 1000 under PMGSY scheme with the Centre so that maximum rural areas in Jammu and Kashmir are covered under the scheme to create dependable road communication network. “This will enable other sectors to develop and ensure economic activities and jobs in this area”, he said. “Whatever promises coalition government makes will be translated into ground reality”, he assured adding that next five years will itself speak of performance of coalition government. The Chief Minister said that Union Government has extended every support to Jammu and Kashmir and he is thankful to the Centre leadership especially Prime Minister, Dr. Manmohan Singh and UPA Chairperson, Mrs. Sonia Gandhi for the same. “Funds are abundantly available and it is up to the officers to use these judiciously obtaining fruitful results for the benefit of the people and the state”, he asserted. Omar said that Panchayats have an effective and important role in socio-economic development of villages especially in remote rural areas in launching area specific schemes and monitoring the completion. “Panchayat also involves people’s participation in plan formation and executions of works, as such, state government intends to hold Panchayat elections soon”, Chief Minister added. Asking people to participate in the Panchayat elections in large numbers, Mr. Abdullah appealed the women to take advantage of the reservation quota for women to play their equal part in the development of villages. The Chief Minister said that hilly areas in the state have rich potential of harnessing solar energy for electrification of houses and other aspects. He said that, he would ask the Union Minister for New and Renewable Energy, Dr. Farooq Abdullah to direct his Ministry to explore the possibilities of creating solar energy facility in hilly and backward areas of the state. He said the portable lanterns for migratory Gujjar and Bakerwal population could be highly beneficial, as such, he will also take up this issue with the Union Minister for supply of adequate number of such lanterns to the migratory population.
