| Hurriyat’s reluctance on participation delays fixing of date for third roundtable conference | | | Srinagar,October 5 :- The Government of India is yet to fix a date for the third roundtable conference to be chaired by Prime Minister,Dr Manmohan Singh. Already more than four months have elapsed when the second roundtable conference was held in Srinagar. Official sources told Kashmir Independent Press in Jammu on Thursday that the delay in convening the third roundtable conference has been the result of lack of response from the All Party Hurriyat Conference leadership. The sources said that through back channel diplomacy the Government of India and Chief Minister,Mr Ghulam Nabi Azad,had attempted at persuading the Hurriyat Conference leaders for accepting Prime Minister’s invitation to the roundtable conference.These Hurriyat leaders had turned down the invitation to the two such conferences,one held in January in Delhi and the second in the third week of May in Srinagar. Sources said that the Government agencies adopted delaying tactics in renewing the passport of APHC chairman,Molvi Umar farooq,because of his unwillingness to attend the third roundtable conference.Reports indicated that the Molvi and other Hurriyat leaders have been approached again by the Government agencies in order to ensure their participation in the next conference.According to these reports,the Hurriyat leaders have been assured that the Prime Minister will resume talks with the APHC if the separatists agreed to attend the next roundtable conference.. Another bid in this direction is expected to be initiated when Molvi Umar Farooq returned from his foreign tour within next one week and the matter was being discussed unofficially with prof. Abdul Gani Bhat who has been in Delhi for the last one week. So far the APHC leaders have been reluctant on accepting the invitation to the roundtable conference on two grounds.According to Prof. Bhat’we have already risked our lives by accepting to hold a dialogue with Prime Minister.We took the risk because we thought that such a dialogue could prove meaningful.” He said that since the Prime Minister has not made up his mind for the resumption of dialogue “with us our problem has further become complicated.” Prof. Bhat said “by attending the roundtable conference we fear our exposure to bigger risks.We could take any risk but our presence in the roundtable conference will not lead to the settlement of the Kashmir issue.” He explained that settlement of the Kashmir issue did not imply good governance,betterment of economic infrastructure and resolving other problems.He said “we believe that the Kashmir is a dispute territory and we do nopt want to sit with those who continue to believe in the irrevocability of the state’s accession with India. |
