RTO in shambles; fails to issue fresh licenses

Jammu, Dec 2- Chief Minister Omar Abdullah may be burning midnight oil to improve working of his government but lethargic state government officials are bent upon ruining the image of the government in the eyes of the common masses by delaying their pending works without specifying valid reasons.
One such office which is directly linked with the 'aam admi' and is daily affecting the life of hundreds of commuters is Regional Transport Organization (RTO).
It is learnt that the RTO office has failed to issue fresh licenses to commuters in the absence of plastic cards and error in the computer system installed at the RTO office.
There are only two computers installed in the RTO which caters to large population and most of the time either the computer systems are out of order or under repairs due to manhandling.
It is so because very few staff members working in the RTO are computer literates and are self styled experts with only hands on training. This poor planning on the part of the senior department officials and poor scrutiny by them have resulted into long list of pending files in the department.
Official sources confirmed that for last more than two months the RTO office has failed to produce or deliver even a single license to the applicants as raw material required for producing those cards was not available with the RTO office.
The immediate fall out of the delayed process is that all those applicants who are waiting to process their applications and receive their licenses are sometimes harassed by the traffic cops and challan them when they fail to produce their valid licenses.
The problem is more complex in nature for all those motorists who have either submitted their cards for renewal or change of particulars.
Efforts made by this correspondent to contact senior officials or Regional Transport Officer yielded poor results as they declined to offer any comments but at the same time admitted that the computer network in under updation at the RTO office and routine applications would be entertained immediately after rectifying the computer system.
