Charak expresses concern over delay in issuance of Identity cards

Jammu, Dec 3- All J&K Nambardar and Chowkidar Association elected its office bearers at a meeting of the central committee of the Association here today.

Announcing this at a press conference, Patron of the Association and former Minister, Gulchain Singh Charak said that Central Committee elected Sardar Singh as president, Kartar Singh senior vice president, Tufail Qadiri, vice president, Satnam Sharma, Secretary General, Prem Singh Secretary, Baldev Raj, Organizing Secretary, Chhankar Singh, joint secretary, Madan Lai Malagar, office secretary, Shiv Dev Singh, treasurer. Members included Karan Singh, of Dhaura, Jagdish Raj, Satah, Haji Mohammad Azam, Rajouri, Mohammed Hussain, Doda, Prabhu Dayal, Saroon, Rattan Singh, Buttan, Puran Chand, Ratnal, Om Prakash Sangra, Kootah, Satpal(Chowkidar), Bagamarh, Abdul Ahad Magrey (Chowkidar), Surinder Kumar, Chak Bhagata, Ashok Kumar, Rajpura.
He informed that in the meeting various issues of Chowkidars and Nambardars including issuance of proper Identity cards, about duties of Nambardars and Chowkidars in their respective areas, enhancement of honorarium, shortage of fertilizer and seeds etc were discussed.
Charak expressed gratitude to the Chief Minister Omar Abdullah for communicating the government’s concern for the welfare of Chowkidars and Nambardars besides assuring enhancement of honorarium and meeting their other demands. He expressed surprise that despite government orders / instructions the concerned Deputy Commissioners have not issued proper identity cards in various areas. He further said that though the government had decided and announced various duties to be performed by these gross root institutions but it seems that these instructions are not being followed by the various Departments at the gross root level.
He said that the previous government had promised enhancement of honorarium from Rs. 500 to Rs. 1500 by April 2008 and the Advisor to Chief Minister Mubarak Gul on behalf of the Chief Minister also agreed to consider the demand. Charak appealed to the Chief Minister and Revenue Minister for taking immediate necessary steps in this regard. He also highlighted other demands including shortage of fertilizer and seeds in the province and stressed the need to take immediate steps to overcome this shortage and issue the fertilizer to farmers failing which the next crops is going to suffer badly. Issue of proper uniforms and other items due as per the government order, in respect of the Chowkidars was also raised in the meeting.
