| Rather pats CT guys’ backs as | | | FM asks: get more, go beyond targets
Early Times Report Jammu, Dec 8: The sleuths and officials of the Commercial Taxes department today earned extols of the Finance Minister Abdul Rahim Rather who is otherwise conservative in going into raptures of eulogies on petty performances. Rather had a reason to go overboard in appreciating the efforts of Commercial Taxes department: the VAT collection in Jammu Division has gone 34.7% up over the corresponding period last year. Happy though, the Finance Minister does not want to leave a room for complacency as he asks the CT officials to “not only achieve targets but surpass them”.
At a meeting of various wings of the Commercial Taxes Department here today, Rather said that the Commercial Taxes Department enjoys a premier position as the highest tax earning Department of the State Government and therefore the officers of the Department have to shoulder an onerous responsibility. He said that the Govt. has high expectations from the functionaries of the Department and called upon them to work with greater zeal and dedication to maximize the tax accruals.
As informed in the meeting, the VAT collections in Jammu Division have registered a stupendous increase of 34.73% by ending October 2009 over the VAT collections of the corresponding period of the previous year. The General Sales Tax has grown by 26.59% whereas the collections under Passenger Tax has registered a growth of 21.57 % and Motor Spirit by 19.71% by ending October 2009 as compared to the tax collections of the corresponding period. As against a cumulative tax collection of Rs.80394.75 lac by ending October 2008 the tax collections by the end of October 2009 have gone up to Rs.95340.676 lac thus registering an overall growth percentage of 18.59 % .
Speaking to the officials, Rather underscored the need of conducting of regular inspections by the jurisdictional Assessing Authorities for checking of documentation to take care of under reporting of taxes by the dealers, this he added was extremely important in the context of transparency of transactions under VAT.
Laying stress on recovery of arrears the Finance Minister exhorted the officers to take all requisite measures under the provisions of law to realize the arrears pending with the dealers.
Dwelling on the aspect of non-filing of returns by the dealers Mr. Rather emphasized the need of regular monitoring of stop filers, timely suspension of their registration certificates and cancellation of registration certificates as mandated under law. This, he said would send a message loud and clear to the dealers to file their returns by the due date and pay their taxes in time.
Referring to the claim of remission proffered by the Industrial Units, the Finance Minister said that the remission is not automatic and is subject to fulfilling of conditions and asked the concerned Assessing Authorities to satisfy themselves through documentary evidence as well as physical inspection of the Units while granting the remission. Similarly in respect of Input tax credit claims Mr. Rather told the officers to reconcile the claims after preparing the Input tax credit statements as mandated under the VAT Act.
While appreciating the efforts made by the Commercial Taxes Department in tax collections during the first two quarters of the current financial year Mr. Rather asked the officers to put in extra efforts hence forth so that the revenue targets fixed for 2009-10 are not only achieved but surpassed. While winding up the review proceedings Mr. Rather said that the Govt. shall spare no effort to provide the requisite infrastructural facilities and man power to the Commercial Taxes Department. He said that the purpose of holding such review meetings is to monitor and analyze the performance of the officers of the Department and provide a timely feedback for a better and efficient tax administration.
