Pak pushing in terrorists: Pillai

Jammu, Dec 11: On a two-day visit to Jammu to review security situation particularly in view of terrorist threat to the peace process, the Union Home Secretary GK Pillai today blamed Pakistan for not changing its attitude on cross-border infiltration.
Talking to reporters after a security review meeting at the Police Control Room here, Pillai said that Pakistan continues to push-in terrorists from border into Jammu and Kashmir. "There has been no change in the attitude of Pakistan. They are infiltrating terrorists from the border. It is borne by the facts on the ground," Pillai said. He added, "infiltration continues and that is something, which we have always said. There has been increase in it," said the Union Home Secretary, who arrived here on a two-day visit to review security scenario of the State.
He further said that terror infrastructure has not been dismantled in that country and militants are staged to infiltrate to this side.
When asked about security situation of the State, he said that security situation has further improved and level of violence is down.
Pillai held high level border security meeting with the officers of security agencies and civil administration in civil secretariat later this afternoon to review the security scenario in the State, including the infiltration bids by militants along Line of Control (LoC) and International Border(IB).
He also held a meeting at Police Headquarters about modernisation and raising up of more battalions of police force. The union Home Secretary would be visiting border area in Suchetgarh and Abdullian Border out posts (BOPS) in RS Pura sector tomorrow, official sources said.
On his arrival in Jammu, Pillai headed straight to Police Control Room (PCR) to hold a review meeting with police officers, officials said.
Later in the evening, Pillai today called on Chief Minister, Omar Abdullah. In a meeting of about 45 minutes, he discussed various issues pertaining to the State’s law and order and security situation with the Chief Minister.
Meanwhile the Director General of J&K Police Kuldeep Khoda is reported to have told the meeting chaired by Home Secretary that state police were fully prepared to take on the militants on their own strength, official sources said. Pillai wanted to know the capability of the Jammu and Kashmir Police to take up the role of fighting insurgents in place of central paramilitary forces.
'We are fully prepared to take up the role of fighting militancy,' the sources quoted Khoda as saying.
The government is pulling out the Central Reserve Police Force (CRPF) from active duty in Jammu and Kashmir in a phased manner and replacing it by the state police.
The sources said police officials also pointed out that because of basic empathy between the locals and the state police, they stood the better chance of gathering information on the militants. Khoda disclosed that there were 700 active militants in Jammu and Kashmir and the 'winter season needed to be watched for infiltration' from Pakistan.
