Traces of Al-Qaeda' presence in J&K confirmed

NEW DELHI, JULY 22: Communication intercepts have confirmed traces of Al-Qaeda's presence in Jammu and Kashmir. This has prompted the Union Ministry of Home Affairs to issue fresh instructions, calling for joint operations by the J&K police and security and intelligence agencies to liquidate Al-Qaeda modules.
Equally sensational information, now being examined by the Ministries of Defence and Home Affairs, relates to the existence of terror training camps alongside the Pakistani Army regiments across the Line of Control (LoC) and international border (IB) in Jammu and Kashmir.
According to a et of inputs available with these Ministries, as many as 59 terrorist training camps are active in Pakistan and the divisons corps and commands have chalked out their own strategies and identified weapons to be used in the event of an operation for "hot pursuit" against the terrorist camps across the border.
This apart, infiltration has also increased. Sriprakash Jaiswal, Minister of State for Home, has let it be known: "We have reports that infiltration is on the rise in Jammu and Kashmir and peace talks with Pakistan canot go hand in hand with terrorist activities. Terrorist camps are being run in Pakistan and their cadres inb the Valley are being indoctrinated in jihadi ideology in the Valley".
The government of India has just informed the Jammu and Kashmir administration about the growing chances of terrorist attacks on "soft targets" in Jammu region, including the vicinity of Jammu town, in the coming days and weeks. Safe hideouts for activists preaching militant Islam have come into being in the strategically important district of Jammu, according to a document prepared by an official intelligence agency.
The document, while discussing topography and geography of the district of Jammu, says that the district's strategic importance is borne out by equally strategic areas around it. These areas are Udhampur district in the north and north-east, Kathua district in the east and southeast, Pakistan (Sialkot, to be precise) in the west and Pakistan ocupied Kashmir (Bhimber) and Rajouri district in the north-west.
Outside the vicinity of Jammu, not less than a dozen safe hideouts for Islamic fundamentalists are, according to the document, being run for the past quite some time. These hideouts are in Bishna, Ranbir Singh Pora, Suchetgarh, Samba and Vijyapur sectors. The militant groups have expanded their field of operations into Jammu with their hit and run tactics of causing bomb blasts in busy bazaars, bus stands and railway stations and the selective killings of Hindus in remote villages.
The document contains a number of instances of how the Mujahids coerced people (Muslims) to enlist their young boys for training in the camps and demanded their unwed girls in matrimony. As a vested interest developed in militancy new power equations evolved and foreign mercenaries were pumped in to fill the vacuum created by the capture, surrender and death of "local militants" in internecine battles and counter insurgency operations.
The terror outfits have also started recruitment of female cadres. This is being done to avoid frisking and make up for the loss of middle-level cadre lost during counter insurgency operations in J&K during the past few years.
