| Reign in brutes in Khaki | | | Surviving numerous onslaught and adversities, the Jammu and Kashmir Police have stood high in most testing times. At the peak of militancy, during its rise and decline the law and order machinery had almost completely broken down but the cops of state Police proved it well that even in the middle of challenges they are humane. Memories of Punjab Police are still fresh in the minds when they were the other name of terror during insurgency of 1980s. State Police forces in North Eastern states and in a Maoist violence hit areas still carry worst reputation than even the guerillas. Performing in most difficult circumstances, losing best of its men and working under the political pressures, this force (JK Police) refused to be known as brute or rowdy as their counterparts are often seen in Bihar, Uttar Pradesh or much closer home in Punjab. They were able to maintain a balance between head and heart despite the pricking. It was in the recognition of high qualities of Jammu and Kashmir Police that the then President of India Dr APJ Abdul Kalam decorated this elite force with Presidential colours. Observations above are no sweeping definition of JK Police. One arrives at these observations when it comes out that the goods outnumbered the bads and therefore wisdom suggests condoning the bads and counting the goods. That said, what Jammu and Kashmir Police at its different levels and ranks is doing over past few months is sufficient to redraw and redefine its identity, making the observers to forget its good qualities maintained in bad times and remember only one thing –that it is brute, above law and devoid of values. One after the other, the incidents of past few months should have come as a shrill and grim reminder for the cops sitting at senior positions that it is no more going to be the same force they nurtured during their youth. What Police did in Amandeep murder case, the way two cops raped two elderly women in upper reaches of Doda, the way Rajneesh was found dead or simply the way they behave with the passersby at their so-called security checkup points in the towns is reflection of the rot which needs to be nipped now with will and determination. Model Police Stations will not help change the situation if cops continue to take the citizens as insects to be crunched and chomped under their sarkari boots as they did with a patient being driven to hospital on the night of December 12. Who is responsible for death of Engineer Kuldeep Singh who was being rushed to hospital after a heart attack when the Police was engaged in an adventure battle with unruly youths who had already gone berserk after a spoilt music party? As Kuldeep Singh’s son narrates the story it sends shivers down the spine but does this change the body temperatures of senior cops who look down at this lawlessness from their positions of strength. It is indeed deeply appreciated that cops responsible for harassment of the Sikh family enroute hospital have been placed under suspension but is that all the situation needs. Is there any realization of the image JK Police is attaining? There is imminent need for an internal audit lest things go out of the hands of those who are today in a position of control.
