VO presents challan against 18 accused including then AC, Tehsildar

Jammu, Dec18 – In the much publicized multi crore Hill Kaka relief scam, the Vigilance Organization Jammu today presented challan against 18 accused including the then Assistant Commissioner and Tehsildar.
Special Judge Anticorruption Jammu JR Kotwal, after gone through challan presented by Chief Prosecuting Officer Purshtom Sharma with Senior Prosecuting Officer Rohit Gupta, transferred the challan to the Court of Additional Sessions Judge Anticorruption Jammu.
The Vigilance organization after receiving information through reliable sources that a large scale misappropriation of public money was caused in the distribution of relief meant for the families by operation “Sarpvinash” carried out by the security forces in Hill Kaka area of District Poonch during the year 2005 registered a case under FIR No 14/2005 on October 21, 2005. During the investigation it was revealed that in order to eliminate terrorists and to destroy the militant hideouts, the security forces launched operation, to avoid civilian casualty the people living in the area were evacuated to safer places and families involved were prohibited to visit Hill Kaka for grazing cattle. The Government of India had released Rs 7.40 crores which was placed at the disposal of then DC Poonch Ramzan Thakur who got the entire amount credited in the official bank account of Assistant Commissioner Development Poonch who was directed to disburse the relief amount among the beneficiaries. The list of affected families entitled for compensation had already been prepared by the concerned Tehsildar on the basis of seasonal permits issued to the migratory families during the year 2001 and 2002.
During the course of investigation it was found that Ghulam Rasool then Tehsildar Surankote and Mohammed Ayub then Patwari had deceitfully opened 13 bank accounts in the name of different beneficiaries and subsequently withdrew money from these accounts through cheques. The accused public servants by abusing their official position had dishonestly and fraudulently shown disbursement of relief in favour of 283 beneficiaries while as only 34 beneficiaries were found genuinely paid in accordance with their actual entitlement while 26 beneficiaries, though entitled, were paid relief much in excess of their entitlement, six beneficiaries were paid twice and 217 beneficiaries were found not eligible to the relief.In this manner the accused public servants were found to have caused a loss of Rs. 2,46,68,057 to the State Exchequer.
It was alleged in the challan that against 283 families to whom the relief was shown paid, the accused public servant prepared acquaintance roll in respect of only 272 families which too was found fraudulently manipulated. The accused public servants were also found to have drawn relief twice in the same of six beneficiaries.
Besides AC, Tehsildar and Patwari those challaned included the then Junior Assistants Sohan Singh, Abdul Razaq and Ghulam Hussain of DC Office Poonch, then teacher Rehbar-e-Taleem, Mohammed Azam then stock-assistant Animal Husbandry Poonch, Abdul Rehman then Sr. Examiner Fund Officer Poonch, Ghulam Abas then Constable Police Department, Sadar Din, Liaqat Ali, Wazir Mohammed, Ghulab Din, Abdul Aziz and Mohammed Razaq, all private persons.
