| No need for protesting or getting excited over withdrawal of troops | | | Early Times Report Jammu,December 20:-For the BJP there seems to be no justification for protesting against the Government decision on withdrawing 30,000 troops from Jammu and Kashmir.For the Kashmir centric mainstream politicians there is no justification for rejoicing over the announcement of the Defence Minister,A.K.Antony,that 30,000 troops have been withdrawn from the state.Equally there is no justification for the separatists to express doubts over the Government move. The BJP protested against the troop withdrawal on the plea that the situation in the state had not shown marked improvement and the militants continud to attack the soft targets.But the BJP leaders do not know that two divisions of the troops have been withdrawn from Rajouri district.One Division had been withdrawn last year and another recently.Possibly the BJP leaders do not know that these two Divisions of the troops had been additional deployment and the soldiers had been posted in the belt between Rajouri and Sunderbani four to five years ago.Additional deployment had been made when reports suggested that Pakistan may kick up some major border row and its troops planned to help groups of militants in crossing into Jammu and Kashmir.Hence there was no justification for the BJP to campaign against the troop withdrawal. Army sources said that so far there has been no major exercise on withdrawal of troops except that in certain areas in the Kashmir valley allocation and reallocation of troops have been ordered.Whereever the situation seemed to have improved troops were withdrawn and rallocated.Yes,if the valley centric politiians wanted the strength of troops to be reduced they have reason to feel excited because 30,000 troops have been pulled out of the state,it is immaterial whether they were withdrawan from Rajouri or from other area.But in fact these politicians wanted the size and strength of the troops to be reduced from within the valley. For the separatists too they have no reason to feel sceptical because they wanted troops to be withdrawn.They had not identified the area from which the soldiers needed to be withdrawn.Yes they actually wanted that troops be withdrawn from the entire valley.The Government has not yet obliged them because the security scenario continued to be disturbed with militants trying to resurface and groups of militants planning to infiltrate into the state. When contacted number of senior police officers,posted in Kashmir,said that the situation had not become conducive for the withdrawal of troops.One of them explained "the numerical strength of the police is still quite less.Our men do not have modern weapons and other gadgets for fighting against the militants and if after reduction of the BSF and the CRPF forces troops too were withdrawn it could kick up some trouble." Another officer said that "first of all prepare the police for taking the responsibility of law and order.It can be done by raising the manpower and equipping them with better weapons."However, defence and political experts said that a "beginning has been made and more troops could be withdrawn once the security scenario showed further improvement."They said the separatists need to reciprocate by directing militants to abandon the path of violence so that the proposed dialogue,between the separatists and New Delhi and between India and Pakistan,could be resumed .
