| Self –rule alternate to Azadi : Mufti | | Article 356 should not be applicable on Jand K, IPS , IAS should go back | | SHAFIQ MIR Rajouri, December 20, 2009 While terming his self rule formula as alternate of the Azdai slogan raised by some sections in Jammu and Kashmir state , former chief minister and patron People’s Democratic Party , Mufti Mohammad Sayed said that his formula regarding the resolution of Kashmir issue is the only option that can satisfy all the three major regions of the state like, Jammu , Kashmir and Ladakh. He said his self rule document also demand the non implementation of article 356 and 312 of Indian constitution in the state of Jammu and Kashmir . This he said while addressing a one day seminar organised by his party in frontier border district Rajouri which was attended by large number of people belonging to different political and social opinions including the leaders of various trade unions . Addressing the selected gathering of educationists, intellectuals, journalists and trade union leaders , Mufti Sayed said that his self rule document demands internal autonomy for the pre 47 geographical state of Jammu and Kashmir which was earlier ruled by Mharaja . However, he, clarified that he doesn’t want to change the borders instead to make them soft . There should be a free trade zone and people residing on both the sides of LOC should be allowed to move freely merely on the presentation of state subject document , said Mufti . He said his self rule document is alternate to Azaadi adding that all the three regions of the state will have equal opportunity to rise and develop through this formula if achieved . “ We have also demanded that the article 356 of Indian constitution should not be applicable in the state of Jammu and Kashmir through which the central government always interferes in the affairs of state and topples elected governments”, he said it was this article through which central government once dismissed the elected government of Shaikh Abdullah and sent him behind the bars . “ The interference of central government in the state of Jammu and Kashmir can be stopped only after the article 356 of Indian constitution is made non applicable in the state of Jammu and Kashmir . He said the governor of the state should also be a state subject and shuld be elected through state assembly not imposed by centre . Elaborating more his self rule document, Mufti Mohammad Sayed said that his party has also proposed to withdraw the application of article 312 of Indian constitution which allows the IPS and IAS officers of India to serve in the state of Jammu and Kashmir . “ We have sufficient talent in the state of Jammu and Kashmir and there is no need to have officer from out side the state at the cost of local talent . “ During my period in the state as chief minister I had given opportunity to the maximum local officers to serve and they proved their efficiency and integrity”, Mufti said adding that to achieve this goal he and his party will not hesitate to come on streets if needed. While giving the economical stability of the state , Mufti sayed said that only water resources in the state of Jammu and Kashmir are sufficient to run the affairs of the state . “ We want to utilise our resources ourselves . Our self rule document has also demanded to return all the power projects to the state of Jammu and Kashmir”. He also welcomed the suggestions additions and deletion in his self rule document . Referring to the Delhi –Hurriyat Dialogue , Mufti said central government appears much serious this time and wants to resolve the issue sincerely without any photo session. Mufti said there was much progress during the period of Musharaf regime in Pakistan but unfortunately at that time the internal crisis in Pakistan stalled it and Musharaf’s four point formula was agreed by both the countries . “ The issue was near to settle but unfortunately the internal crisis in Pakistan after the dismissal of Justice Ifkhtaar Chowdhary stalled the progress . Endorsing his self rule formula wioth regard to the resolution of Jammu and Kashmir problem, eminent human rights activist and social worker from Delhi, Madhu Kehswar said that she was fully convinced with this formula which guarantees the interests of all three regions of the state . However, the local participants in the seminar, raised the issue of sub regional discrimination with them for decades to gather . They said that they are a separate identity and should be dealt separately not included with the Jammu aspirations . Later speaking on the occasion , MLA Darhal and senior PDP leader Zulifkar Chowdhary thanked all the participants for their valuable sugessions . Others who were present on the occasion, included Sardar Rafiq KLhan MLA Mendhar, Sardar Tarlok Sinmgh Bajwa, Th. Balbir Singh , Murtaza Khan , Th, Falail Singh, Dr. Mumtaz Ahmed, Imtiaz Ahmed Banday, Tazeem Dar, ShehZad Khan and Manzoor Hussain Shah.
