| Experts for fresh industrial policy in Jammu & Kashmir | | | Early Times Report Jammu, Dec 21 : The state Government's efforts for wooing business houses for setting up industrial units in Jammu and Kashmir has not so far yielded any result. Senior Government functionaries connected with the industrial development said that the plan for replacing VAT by GST may further dampen the interests of the industrialists, belonging to outside the state, in setting up units in Jammu and Kashmir. These functionaries said that those industrialists who have to purchase raw material from outside the state may have to pay excise at two places, first at the place where the procurement is done, and secondly at the place where it is brought. These industrialists, after replacement of VAT by GST, may get a relief of four per cent instead of 20 per cent which is in practice this time. According to these functionaries, if the state Government wanted to promote industrial sector by motivating big houses in setting up units in Jammu and Kashmir it should reframe and rewrite the industrial policy. Experts also stressed that the new policy should lay fresh guidelines to the Pollution Control Board which has proved a stumbling block for the new entrepreneurs. They suggested the Board would not give clearance to the entrepreneurs at the time they start construction of sheds and it should be made mandatory for the industrialists to get clearance from the Board when their units were ready to start production. As more than eight industrialists from outside the state have to abandon the idea of setting up units in Jammu and Kashmir after the pollution control Board created problems for them, experts added. Meanwhile some industrialists recalled that Chief secretary of State S S Kapoor though had announced that this lacuna would be removed after interacting with the Board officials and the industrialists but the things has not materialized despite the passage of more than six months.
