| Fix responsibility for mess in school education:Harsh | | | Early Times Report Jammu, Dec 21: Former Education Minister,Harsh Dev Singh,has called for setting up a high level commission to identify those politicians and bureaucrats who are responsible for the "mess in the education Department."In an exclusive interview the vicechairman Panthers Party said that as a result of mismanagement of school education the "attachment industry" has been flourishing in Jammu and Kashmir during the last three years.Explaining it he said that in remore areas each school has been left with two years after majority of th teaching staff has managed to remain attached either to the two winter capitls of the state or to the district headquarters. Harsh Dev said that since 2006 scores of middle schools were upgraded to high schools and several hundred high schools were upgraded to higher secondary schools.But during these three years the staff strngth has not been increased.He said under rules atleast 16 new teachers are to be added whenever a middle school is upgraded to high school and 32 in case high schools are upgraded to higher secondary schools.He said for the last three yars nw posts have not been created and hence several thousand posts remain uncreated and vacant. "As a result of the attached teachers,increasing number of vacant posts and dlay in creation and filling of new posts thre is acute shortage of teachers in rural schools,"Harsh Dev said. He stated that in various schools there were two teachers for running\ primary and middle schools.In most of the schools in the rural areas the t eacher-taught ration has touched five :300. He said that for reasons and motives known for the authorities in the Education Department a large number of posts under Rehbr-i-Taleem have not been filled.He said that for this programme under RET he Government of India earmarks funds and still the state Government has not been able to utilise these funds.He said when h was the Education Minister teachers under Rehbr-I-Taleem scheme would be appointed within two months and now thee posts have remained vacant for the last two to three years. Referring to the school buildings Harsh Dev said that it was "very unfortunate" on the part of the concerned authorities that funds released by the Government of India under Sarv Siksha Abhiyan(SSA) scheme for the construction and expansion of school buildings were not being utilised properly.He said the result was that in several areas in the belt of the state classes were held in the open."I have seen students reading and writing on the dust y compounds of the school premises whn they do not have proper rooms. "Whereever there are rooms they are either too small or dilapidated to accommodate students,"he said. Harsh Dev suggested that a committee of experts be constituted to go into the entire gamut of the problems being faced by school students so that remedial measures were suggested.The committee be asked to review the requirement as fas as the infrastructural base was concerned.He said without carrying oput major improvement in the school education system one cannot expect any improvement in the pass percentage.He said the aim for opening schools was to facilitate kids in remote rural areas to get education at their door step but the aim was being defeated by the callous attitude of the bureaucrats and the ruling politicians.He said the outcome of this shortcoming on the part of the Government was that while on one hand the Government school education suffered bandly on the other hand private shools were mushrooming and doing very well.But these private sschools continue to remain out of bounds for the poor because of the high fee structure.
