| Identify those who’re promoting attachments in education sector: Harsh | | | Early Times Report Jammu, Dec 23 AS a result of large scale attachment and inordinate delay in filling the vacant posts majority of Government schools in the rural areas of Jammu and Kashmir face acute paucity of teachers, said former education minister and JKNPP MLA Harsh Dev Singh and called for probe to identify those creating mess in education sector. According Harsh Dev Singh, more than 30 per cent teachers posted in rural areas have got themselves attached in schools and education department in major town like Srinagar, Jammu and other peripheral areas of respective municipalities leaving the rural schools without teachers. JKNPP leader has called for setting up a high level commission to identify those politicians and bureaucrats who are responsible for the “mess in the education Department.” Vice chairman Panthers Party said that as a result of mismanagement of school education the “attachment industry” has been flourishing in Jammu and Kashmir during the last three years. Throwing light on the issue he said that in remote areas each school has been left with two or three teachers as majority of the teaching staff has managed to remain attached either to the two capitals cities of the state or to the district headquarters. Harsh said that since 2006 scores of middle schools were upgraded to high schools and several hundred high schools were upgraded to higher secondary schools. But during these three years the staff strength has not been increased. According to rules atleast 16 new teachers are to be appointed whenever a middle school is upgraded to high school and 32 in case high schools are upgraded to higher secondary schools, he said and regretted for the last three years no new posts have not been called for leaving vast void in the education sector leaving schools facing acute shortage of teachers in rural schools. He stated that in various schools there were two teachers for running\ primary and middle schools and in most of the schools in the rural areas the teacher-student ratio has touched 5:: 300. He said that for reasons and motives known for the authorities in the Education Department a large number of posts under Rehbr-i-Taleem have not been filled.He said that for this programme under RET Government of India earmarks funds and still the state Government has not been able to utilise these funds. Referring to the school buildings Harsh Dev said that it was "very unfortunate" on the part of the concerned authorities that funds released by the Government of India under Sarv Siksha Abhiyan (SSA) scheme for the construction and expansion of school buildings were not being utilised properly. He suggested that a committee of experts be constituted to go into the entire gamut of the problems being faced by school students so that remedial measures are suggested to plug the loopholes. On one hand the Government school education standards has touched the bottom of trough while private schools mushrooming in the state are doing very well due to better teacher student ratio but these private schools continue to remain out of bounds for the poor because of the high fee structure, he said.
