The NC's autonomy plan seeks revocation of all central legislation made applicable to the state since 1953. Justice (retd) S Sagir Ahmad headed the fifth group, which PM had constituted along with four others during a March 2006 all-party Round Table Conference on J&K in Srinagar. Four of those groups submitted their reports in April 2007, when RTC was last convened. Justice Ahmad's group didn't even meet after a two-day session held in New Delhi in September 2007. The meeting ended in a deadlock with PDP, NC and BJP sticking to their visions of the state's constitutional future. The report said PDP's self-rule concept couldn't be considered, as the document containing its various aspects wasn't provided to the group. "Muzaffar Hussain Beigh orally presented the concept (which) appears to relate to autonomy in a wider context," it said. It said Centre required to consider the concept. On Article 370, the working group said it was for state's people to decide how long to continue with it or when to make it permanent or abrogate it. "It's a 60-year-old matter and should be settled once for all," it said. The working group recommended review and revocation of the Armed Forces Special Powers Act and the Disturbed Areas Act because they "impinge on the fundamental rights of citizens and adversely affect the public".
