| Chib holds out high promises for sports, skills development | | | Early Times Report
JAMMU, DEC 29: Minister for Technical Education, Medical Education and Youth Services and Sports, R.S. Chib today said that the Government is formulating Skill Development Mission (SDM) for setting up of Skill Development Centres (SDC), Polytechnic Colleges, and ITI’s in all uncovered areas of the State. An amount of Rs.12.30 crore would be spent for construction of each Polytechnic College, which include Rs.8 crore for civil works and Rs.4.30 crore for machinery and equipment.
The Minister was addressing a high level meeting, convened here to review the designs of Polytechnic Colleges, ITI’s, Sports Complexes and Sports Stadia in various districts of the State.
Chib directed the officers of Technical Education to make existing Polytechnic Colleges and ITI’s the Centres of excellence by upgrading infrastructure and bringing improvement in their functioning. He also urged to ensure punctuality and discipline in the institutions.
The Minister asked District Development Commissioners to speed up the process of identification of land for construction of technical institutions and sports stadia so that construction work is started without any delay. He said funds for the projects are already available, adding that now it is the time for project implementation.
Referring to giving equal attention to all the three regions of the State in respect of development of sports, the Minister said that the Government has, for the first time, earmarked a handsome amount for development of sports facilities. With the generous additional grant of Rs.14.75 crore, the Department is contemplating to build sports infrastructure in nook and corner of the State to channelize the activities of the youth in the positive direction. He said that Ice Hockey Ring in Leh and renovation of various stadia, including indoor stadium in the Jammu and Kashmir provinces, would be undertaken on large scale to give boost to sports activities in the State.
About Centrally Sponsored Panchayat Yuva Kreda Khel Abhiyan (PYKKA), the Minister said that the scheme is being launched in a big way to ensure promotion of sports at grass roots level. He said the scheme envisages development of basic sports infrastructure with focus on rural areas.
Secretary Technical Education and Sports, Mr. B.A. Runiyal said that JKPCC has prepared a type design in consultation with heads of Technical Institutions, as per norms fixed by Union Ministry of Human Resources Development (MHRD) and All India Council for Technical Education (AICTE). He said that the type design envisages enrolment of 180 students per polytechnic. He said a high level Empower Committee under the chairmanship of the Chief Secretary has also been constituted which will have mandate to take timely decisions on matters relating to construction of polytechnics and allotment of contract for civil works.
The meeting was attended by Secretary, Technical Education and Sports, Mr. B.A. Runiyal, Director General, Youth Services and Sports Mr. S.A. Leharwal, Director Sports Mr. G.M. Dar, Director Technical Education, Mr. M.S. Rather, Managing Director JKPCC, Mr. Toaseen Mustafa, all the District Development Commissioners of Jammu Province and other officers of concerned Departments.
