| Security scenario in Kashmir not conducive for return of Pandits:Chrungoo | | | Early Times Report
Jammu,January 1 :-The Revenue Department is referring 3,000 posts,which have been created for the Kashmir displaced youths,to the Subordinate Services Selection Board shortly.The Board is being asked to expedite selecion on the basis of merit,according to official sources.These 3,000 posts form part of the Prime Minister's employment package for the displaced youths and the remaining 3,000 posts are to be created in the state sect or meaning that the state Government has to bear the wage of the remaining 3,000 employees while the centre has to bear the expenses on the 3,000 posts. Official sources,however,indicated that there was legal hitch in reserving 3,000 posts in th state sector for a particular community.Accrding to these sources there was no provision for reserving posts on community basis under the state constitution.Consequently,th state Government will approach the centre for including the remaining 3,000 posts in the Prime Minister's package so that the centre bore the wage bill for all th 6,000 posts. Official reports said that about 15,000 educated unemployed youth belonging to the Kashmiri Pandit displaced families had sent their applications for seeking Government jobs to the Relief Commissioner. Two things continue to worry the leaders of the displaced people.First that the pace shown by the Government in filling the posts would mean that it may take anot her five to six years for giving jobs to all the 15,000 unemployed youths.And by the tim more jobs were creted the rate of increase in the number of youths having crossed the age limit fixed for seeking jobs would also go up.This would seal th chances for several thousand displaced youths for securing Government jobs. Chairman Panun Kashmir,Dr Ajay Chrungoo,today said that both the centre and the state Government were playing panks with the displaced people.He said whatever attempts were being made for encouraging Pandits to return to Kashmir would be considered forcible means.He explained that the initial folly was to link employment with return. He alleged that the Government was no serious and sincere in resolving the growing problems of unemployment among the displaced youths nd had it been serious it would not have linked return with employment.He said that once those who accepted posting in Kashmir faced certain problems,including threat to life,they will not be allowed to retain the job if they leave Kashmir. Chrungoo claimed that th security scenario in Kashmir was yet to be conducive for the return of the Pandits who had been hounded out of the valley under a well planned ethnic cleansing operations.He said that during the last 13 years more than 7,000 Hindus had migrated from Kashmir.He said a latest survey carried out by his organisation revealed that in 1996 there were over 10,000 Pandits living in Kashmir,including scores of familis in rural areas and at present there were between 2000 and 3000 Pandits left in the valley.He suggested to the Government to stop playing with the lives of the youth belonging to a community that has been traumatised during the last 20 years.
