Yet another impact-less traffic week begins
1/1/2010 10:15:08 PM

CHAMAN KAUL
JAMMU, JAN 1: Unlike rest of the country, in Jammu and Kashmir traffic week is being organized twice once in Kashmir and once in Jammu during Darbar period. Several countries and all most all states of India also organize such camps amidst Road Safety Activities. Camps usually impart awareness about the traffic rules to traffic police, traffic operators and common public.
Every year during every camp lengthy list of rules and regulations is being framed in papers and with the end of week idea of implementation of these rules gets automatically withdrawn. Due to negligence of the duties by the officials at the helm of affairs more deaths have occurred in hilly areas than that militancy for the last couple of years.
21st traffic week was organized at University Campus and schools going were invited early in the morning for photo session to be used by local cable channels and daily news papers. Children arrived at 8 AM whereas guests and organizers reached at 11 AM to start the show.
All concerned officers including traffic commissioners, regional transport officer, and inspector general traffic beside minister of state were the guests present on the occasion. Experts from pollution control department were also invited to the function. In a bid to defuse awkward situation created by media people’s officials said that department is going to have lighting system in the city to make traffic regulatory system smooth. But the matter of fact stands that already dug entire city has not seen any such move yet.
Minister of State for Transport tried to pacify the situation by saying that Chief Minister is seriously concerned about the worst prevailing situation and has taken meeting in this regard. He further said that ministry will come up with concrete policy to curb unwilling accidents across the state. In fact meeting by chief minister was taken several months back and yet any concrete policy has not worked out. God only knows when the government will come out with a concrete policy about all the mess.
Anyhow, for the whole week cadets, civil defence activists will organize Nakas (check posts) to verify essential documents including driving licenses, pollution control certificate and other allied documents for the safety of the public and especially vehicle operators. Besides awareness camps on road sides will organized during the week. To publicize the event for through awareness of traffic rules posters, placards, hoardings and advertisements in local media will be utilized, sources revealed.
No doubt such awareness camps have fetched awareness among the people and traffic regulators at national and international level but in Jammu situation is similar to that of prior to 21st traffic week. It seems that authorities formulate policy in regulating traffic smoothly only in papers and did implement these to create an apparent impact. As space is good as it was sixty years but the number of vehicles is increasing unprecedented as there is check on opening of show rooms and customers as number of vehicles is becoming more than human beings was is the root cause of halts and traffic jams in the compact city.
