| Lashkar told to strike and Hizb activists asked to claim responsibility | | |

Jammu,January 4 :- Instructions to the activists of Lashkar-i-Toiba."Let you operate and strike in Jammu and Kahmir." Instructions to the activists of Hizbul Mujahideen. "While the Lashkar activists will strike you claim responsibility for each strike."These are instructions,according to official sources,from the ISI to the militants operating in Jammu and Kashmir.
The sources,basing their information on reports received from across the LOC,said that these instructions have been given to convey to the world that the subversive activities were being carried out by Kashmiri youths as they owe their loyalty to Hizbul Mujahideen outfit.Hizb has the majority of local youths as its recruits while foreign mercenaries and citizens of Pakistan and occupied Kashmir have been recruited as activists in Lashkar-i-Toiba.Another instruction to both Hizbul Mujahideen and Lashkar-i-Toiba activists is that they should avoid indulging in settling scores against each other and instead work in coordination.
Reports said that under these instructions activists of Lashkar and Hizbul Mujahideen have promoted coordination when earlier there were number of incidents in which the activists of the two groups exchanged fire resulting in death of some militants.There were incidents when Hizbul Mujahideen activists would inform the police about the hideouts and plans of Lashkar activists which resulted in either their elimination or arrest.
Agencies across the border want Lashkar activists to show results.The Lashkar commanders have been informed that Hizb activists will play only a supplementary role by providing Lashkar activists specific information about the police informers and about the movement of security forces so that these could be targetted.These agencies do not want Islamabad to be blamed for aiding infiltration of Lashkar men into Jammu and Kashmir.
Another report said that both Hizbul Mujahideen and Lashkar commanders have started fresh recruitment drive in the rural and farflung areas of the state.Invariably boys belonging to poor families were being hooked by these outfits after their parents receive hefty sums of money.After enrolling them as activists these boys are given arms training in make-shift camps in the hilly areas of the state. Agencies across the border have directed the field commanders of Hizb and Lashkar that they should not try to send these boys to Pakistan and occupied Kashmir for arms training because whenever they are caught by the Indian border guards Pakistan is again blamed for its failure to dismantle its terror infrastructure.
These agencies are said to have been told to ensure that neither the Talibans nor the Al Qaeda activists were allowed to infiltrate into Jammu and Kashmir because once such activists were arrested or eliminated during operations in Jammu and Kashmir it would encourage Delhi to hold Islamabad responsible for exporting added terrorism to the Indian northern state on the plea that Al Qaeda and the Talibans existed only in Pakistan and Afghanistan..
