| Delhi not bound to accept Sagir Ahmed's report | | | Early Times Report Jammu, January 5 Is it mandatory on the part of the central Government to accept the report as the erstwhile BJP led Cabint had rejected the autonomy resolution sent to it by the National Conference ? the question is seemingly haunting the different circles of the society since the Sageer’s report has set the snowball rolling in the state politics. The National Conference leadership has been dedicatedly trying to garner support for the implementation of the Fifth Working Group's report, the others political and non political parties condemning the same. Political analysts say that it is not mandatory on the part of the central Government to accept the report because it is based on recommendations from the Group. Analysts observe that in fact the recommendations do not have the signed support from all the members of the working Group. They believe that the report at present is simply a document prepared by one man who did not deem it necessary to discuss it with other members of the Group. Experts recalling the past, underline that it is not mandatory for the central government to reject the report as the autonomy resolution had been rejected by the then union cabinet headed by BJP led NDA Government. ‘Usually the successive Government has the constitutional right to accept or reject the decisions taken by the predecessor Government. Consequently, for the congress led UPA Government it is not a binding for it to follow the decision taken by the BJP led cabinet in 2000 when it rejected the autonomy resolution forwarded to it by the then National Conference leadership in the state, they added. Experts also are of the opinion that restoration of greater autonomy to Jammu and Kashmir state might not lead to the resolution of the Kashmir issue as the same has been opposed separatists in Islamabad and Srinagar. It needs to mention that besides political parties the people in the Jammu and Ladakh too have been expressing their resentment against the report by staging anti-autonomy demonstrations and by torching the copies of the report of the Group since the day one of its submission to Chief Minister of State Omar Abdullah.
