Pak to be blamed for delay in resumption of composite dialogue

Jammu,January 6:-Pakistan President,Asif Ali Zardari,has again raked up the Kashmir issue by calling for super powers' intervention and mediation in settling the dispute.Possibly rattled by the recent verdict of the Supreme court,annulling the National Reconciliation Ordinance(NRO),Zardari has started fresh moves for motivating big powers,especially the USA,to mediate on the Kashmir issue.Despite the fact that Delhi has rejected any demand for a third coutry mediation on the Kashmir issue Zardari seems to have chosen the right place for voicing his demand for super powers' intervention.
The Pakistan President was addressing a session of the Pak administered Kashmir state Assembly on Tuesday.From the pulpit of the Assembly Zardari urged all the super powers to come forward for settling the Kashmir issue."He did not stop there.Possibly as a result of his anger against Delhi for not having resumed the composite dialogue which stands stalled for the last over one year Zardari alleged that "India wanted to suppress the voice of Kashmiris through force."He added that "fighting for Kashmir's liberation is the responsibility of Pakistan."He predicted that regional peace was not possible till the Kashmir issue was settled.
On one hand Zardari has indulged in political rehetoric and on the other he and his ministerial colleagues have been requesting,day in and day out,Delhi for resuming the composite dialogue for settling bilateral problems including the Kashmir issue.Political analysts,while referring to Zardari's speech in occupied Kashmir Assembly,say that the President seems to have deliberately tried to needle Delhi in order to silence his critics within Pakistan.At present his opponents have been demanding that he should quit after the supreme court judgement on the NRO and others,including Nawaz Sharif,a former Prime Minister, have been demanding that the 17th amendment of the constitution,giving immunity to the President against court orders,should be scrapped and the powers of the President to appoint Chief Election Commissioner be clipped.
In order to divert the attention of his critics Zardari has whipped up the Kashmir issue.His speech hardly leaves any scope for the resumption of the composite dialogue and that too after he said that "libration of Kashmir was Pakistan's responsibility."This way Zardari has announced in advance his plan on Kashmir.If it is so what is the need for resuming the composite dialogue ?
During the last six months Delhi has conveyed to Islamabad that it was willing to resume the composite dialogue provided Pakistan dismantled the terror infrastructure and took adequate measures for checking infiltration of militants into the Indian territory.And reports with Delhi indicate that neither the terror infrastructure had been demolished as arms training camps still existed in Pakistan and occupied Kashmir nor steps were taken to prevent militants from infiltrating into Jammu and Kashmir.Hence if anyone is to be blamed for the delay in resumption of composite dialogue it should be Pakistan and none else.
