Rs.80-crore jail modernisation plan to be implemented from next year:Bhan

Jammu,January 8:-Computer training for inmates in Srinagar,Jammu and Kot Bhalwal jails have been introducd as part of the plan of imparting vocational training to the detainees so that after their release they could eke out their living.Hitherto,there used to be arrangements for helping and guiding the detainees in manufacturing candles and preparing from rugs which would not allow them ample job opportunities after their release.
This was disclosd by Dr Ashok Bhan,Director General Police,in an interview today.He said in each of these three jails five computers have been installed and inmates are given training each day.After learning the basic techniques they would be imparted training in programming and other practices which could later help them in getting suitable jobs.In reply to a question Bhan said that the Government has plans of introducing computer teaching courses in other jails in due course of time.
He said there were at present 13 jails functional in the state when there was need for having at least 19 jails.He said in this connection work on the construction of jails in Kargil,Kupwara,Pulwama,Kishtwar,Doda and Ramban had been started.He said that the Government has plan of setting up jails in all districts except in Ganderbal,Shopian and Samba where they would be connected with the adjoining districts.
Dr Bhan said that the basic purpose of improving the facilities in each jail was to convert these prison houses into the centres of reformation."We want to reform each criminal or any other detainee whom we treat as inmates,"he said.In reply to another question he said that militants,whereever they are lodged in the jails within the state,would also be covered under the vocational training and other facilities because "each militant for us is an inmates."
The Government has framed a Rs.80-crore jail modernisation scheme which shall be implemented from the next financial year. Bhan said that it was a four-year scheme and for jail modernisation programme Rs.20 crores will be spent each year.Under the modernisation programme the jail buildings will be rebuilt whereever they do not exist which includes jail buildings in Kargil,Kupwara,Pulwama,Doda.Ramban.It will also include the programme of renovating and expanding the existing prison houses.
The jail modernisation programme also includes installtion of computers in all the jails besides updating various facilities including the communication and transport network.He said in certain places the prison buildings looked like make-shift jails and the Government plans to expand and renovate these buildings.There was a scheme to replace the outdated furniture and furnishings in jail offices and in cells for political detainees.In reply to another question Bhan said there were over 100 staff vacancies in the jails and when the new jails become functional the total number of vacant posts may be over 250.He said that it has been decided to fill these vacant posts in one go even if the selection process was to be started after some months."But we want the vacancies to be filled up as soon as possible so that work in no jail suffered,"Bhan stated.
Asked whether there was need for upgrading the security grid in and around the jails the Director General prisons said "it is an ongoing process.The security grid is already strong and if something more was to be done it would be done in due course of time."He dispelled fears on jail break in any area of the state adding that the security apparatus was fully in tact to prevent any criminal or militant from attempting to break the jail
