DISCUSSION ON SELF-RULE : ALL EYES ON MUFTIS' NEW YORK VISIT

Though PDP Patron Mufti Mohd Sayeeds' visit to New York on the sidelines of the UN General Assembly meet has created much hype amidst reports that the idea of self-rule would form basis of his agenda during discussions,senior PDP leader and former cabinet Minister Ghulam HassanMir on Sunday said there was no need for Mufti Mohd Sayeed to carry draft of self-rule proposal to New York during his scheduled visit starting October 29.
When asked to comment whether the party patron, Mufti Mohd.Sayeed will circulate the document on self-rule among diplomats and members on the sidelines of the UN General Assembly session , Mr Mir said “why should he carry the copies of the document to New York ?”
He said once the document was ready “it has to be discussed with the Government of India.” Asked was there any need for discussing it with Islamabad the PDP leader said “it is for the Government of India to discuss it with Pakistan. ”He also made it clear that the document on self-rule will lay focus on basing discussion on the instrument of Accession of the state with India and on the economic sustainability of the state’s people.
Elaborating on the difference between slogan of greater autonomy of National conference and that of PDPs slogan of self-rule,Mir said the PDP’s idea of self-rule was “altogether” different from the concept of greater autonomy of the National Conference.
He explained “our self-rule idea does not seek abolition of the jurisdiction of the Election Commission, Supreme Court, Comptroller and Auditor General of India in Jammu and Kashmir.”
“we also do not favour change of nomenclature of Chief Minister to Prime Minister and Governor to the Sadr-i-Riyasat.But our self-rule document supports an elected Governor though we have yet to determine the electoral college for electing the constitutional head of the state.”
Mr Mir said that if it was done people in the three regions of Jammu,Ladakh and Kashmir will have the satisfaction that a man belonging to the state is the Governor.
The PDP leader said “we are for economic sustainability for the people of the state which could be achieved if Jammu and Kashmir was developed into a trade free zone with no limitations for entering into trade agreements with any country in the world.”
He said economic viability could promote “self-respectability and that was needed to satisfy the wounded egos of people of the state.”He said that the document on self-rule,which was being given final touches,favours a detailed discussion on the Indus Water Treaty of 1960 in the light of its adverse impact on the people of Jammu and Kashmir.He said that since the Treaty could not be scrapped the Government of India needed to assess the annual loss to the state so that compensation was given to Jammu and Kashmir and once “we start receiving compensation the state could become economically self-reliant.”
He said “Apney Log Apna Raj” was a concept which could prove a meaningful exercise in “satisfying the aspirations of people of the state.” “We are also in the process of finding a solution to the resolution of region disparity,”he said
