| VC IUST appoints favourite at Mufti’s behest | | | Early Times Report Jammu, Jan 11: When it comes to accommodating favourites, the authorities flout the rules and precedents in Islamic University of Science and Technology (IUST) with precision. But then what can be expected from an institution headed by a `favourite’. The IUST advertised some posts in June last year. The University vide notice No: 1 of 2009 also sought applications for filling some posts of lecturers for International Peace and Conflict Studies. The eligibility criterion for the posts was prescribed as Masters degree with at least 55% marks in the concerned subject with NET/SLET or PhD. Going strictly by the advertisement, the concerned subject for the said post would be MA in Peace and Conflict Studies. However, the university constituted a screening committee but its members seemed totally unaware of what happens to be a new subject in this state. As per the precedents, the members of the screening committee must have know how of the subject for which they are supposed to shortlist candidates. The members also seemed totally unaware of the guidelines of the University Grants Commission. Only two out of scores of applicants possessed the required qualification for the said post. However, the screening committee rendered them not eligible because they had not qualified NET. The UGC gives exemption from NET in special circumstances. It is granted if no NET examination is held in the concerned subject and if NET/SLET qualified/exempted candidates are not available at the time of interview. As per these guidelines of the UGC both the candidates possessing the required qualification were eligible for the posts. But, to accommodate favourites, the screening committee declared candidates possessing Masters in Public Administration, History, Islamic Studies, Sociology, and Human Rights eligible for the said post notwithstanding the fact that these subjects have no relevance with Peace and Conflict Studies. To lend credibility to the selection process, the authorities allowed the candidates with requisite qualification to appear in the selection process but the authorities did what they wanted to do. A favourite was appointed. It has been reliably learnt that the Chief Minister was apprised of the development but the favourite’s appointment could not be prevented. The selected candidate has done LLB and MA in Human Rights. He has also qualified NET. But neither LLB nor his MA in Human Rights makes him eligible for the post because neither of these subjects fits the publicized/sought description of the concerned subject. The selected candidate’s father happens to be the proverbial ‘right-hand man’ of Peoples Democratic Party (PDP) patron, Mufti Muhammad Sayed and headed the PDP’s political campaign during last year’s Assembly elections. The vice chancellor of IUST also happens to be a close aid of Mufti Sayed. It was Mufti who got his close aid’s son appointed through the Vice Chancellor IUST in consideration of political services rendered to the PDP. Nobody in the IUST was available for comment. |
