| 8th October quake remembrance function marked presence of Union Home Minister, Governor, CM, CJ | | Patil promises favourable consideration of Azad’s Rs. 1300 cr reconstruction plan | | Srinagar, October 08 The 8th October deadly earthquake remembrance function organized by Jammu and Kashmir Regional Branch of Indian Institute of Public Administration (IIPA) was marked with the presence of Union Home Minister Mr. Shivraj Patil, Governor Lt. Gen. (Retd) S. K. Sinha, Chief Minister Mr. Ghulam Nabi Azad, ex-Chief Minister Dr. Farooq Abdullah, Chief Justice of Jammu and Kashmir High Court Mr. Justice B. A. Khan, ex-Deputy Chief Minister Mr. Muzaffar Hussain Baig, Chairman Linguistic Minorities Commission Mr. Suresh Keshwani, Health and Medical Education Minister Mr. Mangat Ram Sharma, Agriculture Minister Mr. Abdul Aziz Zargar, leader of opposition in the Legislative Assembly Mr. A. R. Rather and a galaxy of intellectuals, top brass of administration, media personalities, prominent citizens, president and members of IIPA and Red Cross, children and locals of Tangdhar, Uri and Poonch. It was one of the most impressive functions full with emotions, recollections and personal remembrances. Immediately after arrival at SKICC, Union Home Minister along with Governor, Chief Minister, Chief Justice and Dr. Farooq Abdullah inaugurated 3-day photo exhibition organized by the Department of Information and Public Relations of Jammu and Kashmir Government, Army, Red Cross, J&K Bank, Civil Defence Organization and HelpAge India under the umbrella of IIPA. Union Home Minister appreciated the precious and meticulous collection exhibited in the exhibition.
Speaking on the occasion, Mr. Patil said that the central government would favourably consider Rs. 1300 crore proposal preferred by Mr. Azad for reconstruction programme. He said the central government would provide every sort of help to the state in speedy reconstruction programme. He said that during his visit to Tangdhar and Teetwal today, he witnessed that a lot of work has been done in the quake-affected areas and the devastated villages give a new look. Governor lauded Mr. Azad’s efforts strongly and said that it was the hard work of Mr. Azad who was the first to visit the affected areas and from the day first till today monitored each rescue, relief and rehabilitation work. He said political leaders from the state including Dr. Farooq Abdullah, Mr. Omar Abdullah and others were among the first to visit the areas and helped in rescue and relief operations. He said administration was also geared up to show quick response to people’s needs. Chief Minister Mr. Ghulam Nabi Azad while thanking the central government for liberal and unprecedented help provided to the state to combat earthquake created situation said that the role of NGOs, Rajiv Gandhi Foundation, political leaders like Dr. Farooq Abdullah, the then Chief Minister Mufti Mohammad Sayeed, social organizations and Chief Ministers of various states is highly laudable. Chief Minister also highlighted the role of Mr. Patil for channelizing support to Jammu and Kashmir at the time of need. Mr. Azad made a special reference to the role of judiciary particularly to Chief Justice of the State High Court Mr. Justice B. A. Khan in streamlining the process of providing relief to the affected by organizing Lok Adalats to settle the claim disputes. Mr. Azad said that today the construction of houses in quake-hit areas gives a look of modern villages, saying that kacha houses have been replaced by modern houses. State Vigilance Commissioner and President IIPA Jammu and Kashmir Regional Branch Dr. Ashok Bhan received the guests with his impressive welcome address where he made a special mention of the collaborators of the programme. While paying great tributes to the persons who lost their lives during earthquake, he gave full details about the contributions made by the government and other institutions during rescue, relief and rehabilitation process. Commissioner/Secretary Finance Mr. B. B. Vyas on behalf of the state government gave minutest details from the time of earthquake till date about the rescue, relief and rehabilitation made by state and central governments. He also pointed out various challenges faced by the government at the time of disaster and the role of army, air force, NGOs and other organizations. The Army also gave a presentation of their performance in the earthquake areas on the occasion. On the occasion, special mementos were presented to the officers of the administration, NGOs and others who rendered extra-ordinary service in the quake-affected areas.
