NC-Cong coalition nothing beyond slogans: Harsh Dev

Jammu,Jan 17: Accusing the National Conference-Congress coalition Government of sloth and inaction working chairman of the Panthers Party,Harsh Dev Singh,wanted to know the reason for the inordinate delay in the establishment of 18 ITIs and 11 degree colleges in the state. In an interview he today said that the central Government had announced in December 2008 that it would fully fund establishment of 18 ITI's and 11 degree colleges in Jammu and Kashmir.
Harsh Dev said that despite the fact that the centre had released required funds for these two major projects but even with the passage of over one year the state Government has not been able to identify the places where these institutions were to be set up.He said the centre had made it clear that the 11 degree colleges had to be set up in the backward areas of the state and so far no Government agency has carried out a detailed and proper survey for identifying the right areas for these degree colleges.He said this spoke volumes about the functioning of the state Government.
The party working chairman said that the National Conference led Government "is a Government of slogans," adding that day in and day out these slogans are being dished out to convince people that the Government was in favour of speedy development.Harsh claimed that people were no longer ready to be befooled by such false slogans.Referring to the employment policy Harsh Dev said that during the last Assembly elections the National Conference had promised one Governmnt job for each family in the state. "Will the Government speak on the matter and inform pople about the number of educated youth who were given jobs under this programme?"He said reports with him indicated that not much progress had been made in this case and the Government had not been able fulfill its commitment of giving one job to each family.
He said that it was again a slogan when the National Conference leadership announced that the Government will provide one lakh jobs within five years.Harsh said that there are 29 Government departments besides scores of them in the civil secretariat and each year about 20,000 people retire which means there would be one lakh posts vacant within five years. "What miracle the Government would be performing by filling these vacant posts ?" He asked.
Harsh Dev said that it was strange that despite adopting of RTI Act the state is yet to have the commission.Under the Act the state is to have Chief Information commissioner and two commissioners but so far the RTI Act has not been enforced to the extent that Government employees do not know the rules under which they were to dish out the information to a seeker.He said nobody in the Governmnt knew where the money is to be deposited for securing information about diverse issues.
He said it was mockery on the part of the National Conference led Government that the Accountability Commission continued to be headless when during the Mufti Sayeed led regime the Government had adopted the bill for establishing the commission and within one day appointed its members and the chairman.He said it was again shameful that the Government has not been able to identify land for th two central universities and even the post of the vicechancellor is yet to be filled.
Harsh said he would like call the Omar Abdullah led Government as a Government of "slogans,false claims and contradictions."He said that during the last one year nothing tangible,as far as development works were concerned,was visible on the ground.He said whatever claims the Government was making were simply recorded on paper.He suggested to Omar Abdullah either to improve his performance,which could be done if he spent more time in the state than in Delhi,or step down in the interest of the state's people.
