Possibilities are remote for immediate resumption of composite dialogue

The All Party Huriyat Conference (APHC) leadership seems to be worried over the way Delhi has not honoured the joint statement, finalised in the meeting of India and Pakistan Prime Ministers on the sidelines of the NAM meeting at Sharm-el-Sheikh in Egypt.
According to APHC senior leader, Prof Abdul Gani Bhat, the Egypt joint statement of july 2009 had given a hope that the composite dialogue between Delhi and Islamabad would be resumed. He explained that the hope was the result of the commitment of the two sides that terrorism would be de-linked from the composite dialogue.
Asked whether the APHC leaders were prepared to continue to participate in what is called quiet diplomacy Prof. Bhat "we have been always willing and prepared for the dialogue." He said that "we are for a purposeful dialogue but talks can be meaningful provided they are triangular.” It is for the first time that the APHC leadership does not seem as much interested in the resumption of Hurriyat-Delhi talks as it is for the resumption of the composite dialogue.
Prof. Bhat explains it. In an interview he said that if Delhi and Islamabad were keen to see the bilateral problems, including the Kashmir issue, settled the two sides should initiate steps for the resumption of the composite dialogue. Bhat made it clear that the Kashmir issue can neither be settled through Delhi-separatists talks nor through India-Pakistan dialogue. He said that all the three parties, India, Pakistan and the people of Jammu and Kashmir, need to be involved in the talks. Asked if the Hurriyat leaders were prepared to hold parleys with Delhi in the absence of the resumption of the composite dialogue Bhat said "we have been willing to hold talks with any side but what will be the purpose of Delhi-Hurriyat dialogue when Pakistan is not involved in it."
The Hurriyat leader said that the Prime Minister Manmohan Singh had displayed political segacity when he agreed to de-link terrorism from the composite dialogue.He said the Prime Minister had been forced by the attitude of the non-congress political leaders to change his stand that he had taken at Sharm-el-Sheikh six months ago. He said that it was "unfortunate" that Delhi deviated from the stand it had taken during the summit meet in Egypt adding that "when the two sides do not meet how will the problems, confronting India and Pakistan, be resolved."
He said hardened attitudes either on the part of Delhi or Islamabad "cannot help the two sides to resolve the problems that bedevil peace in the Indian subcontinent."In reply to a question Bhat said as far as Kashmir issue was concerned it cannot be resolved if talks are held between Islamabad and the representatives of people of Jammu and Kashmir.The issue cannot be solved if the talks are held between Delhi and the Kashmiri separatists.The dispute cannot be settled if India-Pakistan dialogue is resumed.He said the Kashmir issue and other allied problems can be resolved only through triangular talks.
Whatever broad hints Prof. Bhat has dropped it indicates that the moderate Hurriyat leaders,after changing their stand,favour resumption of the composite dialogue which could set the stage for Delhi-Separatist talks.However,Delhi has,repeatedly,conveyed to Islamabad that talks would be resumed only after Pakistan took adequate steps for dismantling the terror infrastructure so that the soil of Pakistan was not used for exporting terrorism to India.Since the ongoing measures against terrorists were going to be a long drawn affair in Pakistan possibilities for immediate resumption of the composite dialogue were remote.
