| Gaddi, Sippi oppose Paharis demand for ST | | | Early Times Report Jammu, Jan 21 The “All J&K Gaddi Sippi Tribes Welfare Association” (GSTWA) in a meeting held under the chairmanship of its state president Prof. BP Singh Chouhan strongly condemned the demand of Pahari speaking people for grant of Scheduled Tribe (ST) status to them merely on the basis of language and opposed any move by the state government in this regard. Prof. Chouhan asserted that, under article 16 clause 4 of fundamental rights, constitution of India provides reservation of appointments or posts to the underprivileged and downtrodden sections of the society who are socially, educationally and economically backward and which in the opnion of the state are not adequately represented in the services under the state. He said that the demand of Paharis for the grant of ST status to them merely on the basis of language is unconstitutional and unjustified. He further said that ST status is granted to those ethnic groups which constitute a homogenous class with social, educational and economic backwardness and having their own exclusive language, culture and profession. Chouhan said that 12 ethnic groups including Gujjar, Bakerwals, Gaddi, Sippi are already enjoying ST status in J&K. Thus grant of ST status to Paharis will dilute the reservation of these 12 ST groups of J&K will add to their woes. Those who addressed the meeting include Parveen Kumar, Kuldeep Singh, Shiv Kumar, Subash Mool Raj.
