| For Ma’am’s sake SKUAST’s | | NAIP project land in Bhaderwah | | EARLY TIMES REPORT JAMMU, Jan 21: Favouritism and misuse of official position by high ranking officials of Sher-e-Kashmir University of Agricultural Science and Technology, Jammu (SKUAST-J) has become a order of the day and the funds worth lakhs of rupees have been siphoned off in full public glare without any check or accountability.
The latest in a series of wild allegations was the manner in which a building was taken on rent to house the office of National Agricultural Innovative Project (NAIP) aided by World Bank at Bhaderwah. The project was aimed at developing well tested models for applications of Agriculture Research and Technology for profitability in farming, income generation and poverty alleviation of farmers under the direct supervision of the University. The project was sanctioned for the farmers of Doda district.
As per the document “SKUAST Jammu comes to a grinding halt with Dr B Mishra” formulated by some senior officials of the varsity, it has been alleged that about three years back Dr R Sharma, Registrar, misused his official position for personal gains and coerced the in charge principal investigator Dr Bali associated with NAIP project to shift it from Doda to Bhaderwah so that the building belonging to his wife, Sushma Sharma could be taken on rent to house the project office. The document said, “though it was obligatory on the part of the incharge Principal Investigator to ensure that headquarters of this project is located in Doda town itself being the district headquarter, besides all district offices including Agriculture, Animal Husbandry, Sheep Husbandry, Horticulture, Fisheries, Forest department and District Development Commissioner are in Doda to obtain optimum results as envisioned in the guidelines laid down by the World Bank, the Registrar got shifted the office misusing his official position.”
The document maintained that Dr Bali was forced to submit a fresh proposal to hire the building of Sushma Sharma wife of Dr R K Sharma at Bhaderwah town on a monthly rent of Rs 12000 for housing the headquarter of the project. “The rules were flouted just to satisfy the greed of Registrar because if it was necessary to shift the project from Doda, the principal investigator should have made a request to higher authorities for providing the required accommodation either at Gowari or Surtangal Research Stations, both located at Bhaderwah having more than adequate infrastructure in terms of land, buildings, farmer hostels, vacant residential quarters,” the document suggested.
Astonishingly, the University has incurred crores of rupees on construction of these structures besides both the research stations are manned by scientists and other non-teaching staff including Class-IV employees.
The document said, “Though the issue of hiring the private building of Registrar was brought into the notice of Vice Chancellor, Dr B Mishra, yet he failed to initiate any appropriate action against the erring official.”
It has also questioned the rent deed executed between SKUAST-J and Sushma Sharma, the owner of the building.
