| Demand of Autonomy lacking substance: FINS | | | EARLY TIMES REPORT JAMMU, Jan 24 Forum for Integrated National Security (FINS), a newly formed Non-Government Organisation (NGO) has described the demand of greater autonomy for Jammu and Kashmir as “illegitimate”. Talking to media persons here today, Brigadier (retd) K S Kotwal, president FINS said, “Integrated security demands greater devolution and decentralization of power in the state, besides legitimate regional or other aspirations of the people must be addressed to quell needless resentment.” Kotwal said that the demand of autonomy in Jammu and Kashmir is “illegitimate” as the state already enjoys great power. “It has a separate flag and a constitution. It has its own Penal Code and Criminal Procedure Code and no law passed by the Parliament applies to J&K unless the state Legislature approves it,” he maintained and added, “Hence, the demand for Autonomy cannot be convincing one. It is merely a slogan used to keep the sentiments of dissent and dissatisfaction boiling. So is the case with its new version Self-Rule.” The FINS president alleged, “Autonomy and Self-rule are lacking substance and practically used for justifying the militancy. The FINS considered that the demands of autonomy, self rule and like others as of no practical use to the state but detrimental to the integrity and security of the nation and rejects them.” The leaders of FINS informed that the forum have been formed for integrated national security. Dr R L Bhat, general secretary of the forum, also addressed the media persons.
