| Court frames corruption charges against 4 revenue officials | | | Early Times Report JAMMU, Jan 27: Special Judge Anticorruption, Jammu, JR Kotwal today framed corruption charges against four revenue officials for allotting 48 kanal prime state land to one Kashmiri Lal Bali, who was not eligible for such allotment under the cabinet orders No 578-C and subsequently disposing it off through his attorney holder Uttam Singh. Those charged included the then Tehsildar Ashok Kumar Gupta, Dewan Singh Naib Tehsildar, Des Raj then Girdawar and Kuldeep Kumar then Patwari . He is also disposed the allotted land through his attorney holder Uttam Singh. Special Judge heard the arguments of Chief Prosecuting Officer Purshtom Sharma appearing for Vigilance Organization and counsels for the accused and after considering the arguments and perusing the entire record of the case framed charges against all the accused involved in the scam. According to the prosecution case Ashok Kumar Gupta then Tehsildar Kathua in connivance with Dewan Singh then Naib-Tehsildar Circle 6 Kathua, Raghbinder Singh Jamwal then Patwari Halqa Janglote, Kuldeep Kumar Patwari and Des Raj Girdawar Circle No 6 vide his order dated January 21, 2003 allotted 48 kanals of state land in the name of deceased Parasram father of accused Kashmiri Lal Bali in terms of cabinet order. The Tehsildar concerned made this allotment fraudulently in abuse of official position and hatched a criminal conspiracy with other accused officials and a private party thereby conferring undue advantage upon the private accused. The other officials accused facilitated the allotment by fabricating record/reports to support of the contention of private accused Kashmiri Lal that the allotted land was under his possession from the life time of his father and that he being a displaced person of 1971, an agriculturalist class was entitled to it. It is further alleged that private accused was not eligible for allotment of land under cabinet order as was not in possession of allotted land.
