| PDP LP meeting today to shape up assembly agenda | | | EARLY TIMES REPORT
Jammu, January 29:-The issue whether the self-rule concept be tabled in the Assembly in the form of a resolution or in any other form or simply drop the idea of raking up the matter on the floor of the House would be discussed during the party's Legislature committee meeting to be held on January 30.
According to the party General secretary, Dilawar Mir,” it will be during the meeting of the legislature body of the PDP that issues to be highlighted by the organisation will be finalised." Asked whether the slogan of self-rule will be highlighted on the floor of the House, during its ensuing budget session, Mir said that "nothing definite can be said about it because the matter has to be decided by the state legislature party of the PDP."
In reply to another question Mir defended the concept of self-rule and said that if implemented it could satisfy the political and economic aspirations of the majority of people in the state. He said that the beauty of the self-rule concept was that it has the potential to address both the internal and the external dimensions of the Kashmir issue when the greater autonomy slogan of the National Conference could be only an internal arrangement between Srinagar and Delhi.
He said self-rule "offers an act of hope because it makeup for the losses owing to the partition of the state.” He said that besides guaranteeing several political concessions the self-rule idea favours foreign direct investment to ensure economic freedom for the people of the state. Mir said that by supporting reopening of all routes "we are pleading for making Jammu and Kashmir a trade free zone.” He claimed that if the self-rule concept was implemented by the decision making agencies in India it could ensure lasting peace.
Asked whether the PDP leadership has plans of discussing the self-rule idea with the Prime Minister and other central Government functionaries Mir said that Manmohan Singh and other senior leaders in the UPA and the opposition are already in know of the document. He said the PDP patron, Mufti Mohammad Sayeed, had already discussed the issue with the Prime Minister. Explaining PDP's future programme on campaigning in favour of the implementation of the self-rule idea Mir said that "we have held series of seminars in different parts of Jammu and Kashmir on the issue. We shall hold more such seminars in order to make people in the state and outside aware of the positive aspects of the self-rule concept."
Meanwhile, party sources indicated that there was no fun in raising the self-rule issue on the floor of the Assembly through a resolution. According to these sources, the resolution of self-rule concept may not get the required support for getting it adopted because the National Conference and the BJP, besides a section of the Congress, were opposed to it. They said when the resolution on restoration of autonomy, adopted by the state legislature 10 years ago had failed to motivate the Government of India to concede the demand "our self-rule idea, even if adopted by the state legislature could meet the same fate."
Mir said that "we are trying to build a consensus on the matter because once majority of people declare their support for the idea the centre may be forced to give it a trial.” He said the self-rule idea has received support from people belonging to occupied Kashmir because once the borders were reopened it could result in free people to people contact and that is what people on both sides of the LOC have been wishing for since 1948.
