| Big ticket schemes to factor in district specific aspirations | | |

Jammu, Jan 29: In a major move toward need driven and balanced development at micro-level, the government has decided to factor in district level aspirations in formulation and implementation of all ambitious centrally funded, central sector and state sector schemes.
As per new scheme of things, the schemes shall be put to discussion before the members of the District Development Boards for taking into account local requirements and feedback. Administrative Departments have been told to bear districts in mind while formulating these schemes.
A circular issued by the Government to this effect says that with a view to further sharpening the monitoring effect with respect to Central Sector/CSS and other Flagships Programme, the Chief Minister has asked the Administrative Departments that while formulating the Action Plans for Central Sector/Centrally Sponsored Schemes/Flagship Programmes, “District Specific” aspects must be kept in focus and proposals should invariably factor in the aspirations and requirements of the districts as articulated by different district level officers and Members of District Development Boards.
The Administrative Departments have been further advised that while releasing the funds under Central Sector/Centrally Sponsored Schemes/Flagship Programmes, copies of the release orders should be endorsed to the concerned District Development Commissioners, so that they have details of the flow of funds under each scheme and are able to ensure proper implementation/monitoring of the scheme in the expected manner.
The Chief Minister has asked the Administrative Departments to ensure that all the HODs under their administrative control send details of the Central Sector/CSS/Flagship Programmes to the DDCs concerned so that same are shared by them with the members of DDBs. The district wise details of Central Sector/CSS/Flagship Programmes shall also be intimated to the Planning and Development Department by the Administrative Departments.
All the Departments should have a separate section in their website, containing details of Flagship/CS/CSS and share the website details with DDCs so that these could be accessed easily by them and others as well for any required information relating to specific scheme (s), the circular adds.
