| SHRC to visit JK jails | | | EARLY TIMES REPORT Srinagar, Jan 31: First time since its coming into being, the state human rights commission (SHRC) has decided to visit all the jails in the state to know about the condition of jails and plight of detainees. Later, the SHRC has plans to submit a detailed report to the governor. According to sources, the SHRC has decided to visit all the jails in the state to know about the plight of the detainees. The SHRC, sources said, has already visited Kotbalwal jail and district jail Jammu. The SHRC wants to know the condition of jails, treatment given to detainees and facilities available in the jails. “The SHRC also intends to ascertain whether the under trials are produced in courts on the hearing days or not”, the sources said. Sources said the SHRC team found the Jammu district jail filled beyond capacity. “It can accommodate 400 detainees but at present there are 579 prisoners including 130 foreigners in the jail”, they said. The prisoners apprised the SHRC team of ill treatment meted out to them. “Our trial is prolonged unnecessarily by the jail authorities by refraining from producing them in the courts on hearing days”, they complained. The SHRC team later talked to director general prisons, Ashok Bhan and apprised him of the difficulties faced by the detainees. The SHRC is believed to have taken the decision of visiting the jails after Chief Minister, Omar Abdullah assured it the required powers and manpower to make it a potent institution. The SHRC has been seeking powers of a court since its coming into being. A former chairperson called it a toothless tiger. The SHRC has recommended relief in thousands of cases but till date not a single recommendation has been implemented by the state government.
